HPA acknowledges RHI reform delay


A


lthough the 2017 reform of the Renewable Heat Incen- tive (RHI) Regulations were


placed before parliament on 14th March 2017, it became apparent by Friday 31st March that due to drafting issues with the Non-Domestic Regu- lations there would be a delay before parliament could consider both in detail.


As a result, the date that the regu- lations go live is now more likely to fall towards the middle or end of June 2017 rather than the middle of May. The Heat Pump Association (HPA) acknowledges that the delay is far from ideal but believes it could prove beneficial for those hoping to complete projects with high heat demands.


Heat demand limits are being


introduced in the reform package in an attempt to limit the possibility of


high rates of return for large projects with economies of scale. HPA president, Mike Nankivell,


comments: “This delay offers some breathing space to complete larger domestic installations prior to the introduction of heat demand limits whilst still benefiting from the new tariff rates. “The delay to the potential tariff


guarantees for non-domestic ground source heat pump projects over 100kW is unfortunate but hopefully this will not significantly impact on the industry.” The HPA has ascertained that the actual policy as previously outlined will not change, merely the wording of the law. The HPA continues to high- light the positive impact of the RHI and advises the Department for Busi- ness, Energy & Industrial Strategy (BEIS) on its benefits to industry.


German Chancellor opens €50m Innovation Centre

erman Chancellor Dr Angela Merkel and Tarek Al-Wazir, Minister of Economics, Energy, Transportation and Regional Devel- opment of the state of Hesse, have opened Viessmann’s new technologi- cal research and development centre. The new Innovation Centre (‘Tech- nikum’) represents an investment of €50m by the company and is the big- gest single investment in its 100-year history.


Prof. Dr Martin Viessmann said: “In the future, the Viessmann Innovation Centre will be our breeding ground for innovations related to the energy transition and in the area of digitalisa- tion. It is where we are bundling de- velopment activities across the entire product engineering process – from the initial idea stage up to the start of production.”


The Innovation Centre is an in- terdisciplinary research and de- velopment centre that will employ 100 people and up to a further 60

colleagues in various teams. They will develop prototypes, turning them into marketable products and carry out admission and long-term tests. During the inauguration ceremony at Viessmann company headquar- ters, the Chancellor said to Pro- fessor Viessmann: “Today, you are demonstrating the great importance of research and development within your company. What began in a small workshop, is now a globally active group of companies; the development in those 100 years is something to admire.”


Election on Thursday 8th June, subject to Parliamentary approval. Chief executive Julia Evans (above) said: “BSRIA welcomes today’s an- nouncement that there will be a snap General Election on Thursday 8th June. The specific benefits for the construc- tion industry remain to be seen, but it will allow the most wonderful platform for the Prime Minister to lay out her strategy to the electorate. It will be a strategy that will not be debated in parliament – as it properly should be – but it will be played out at the political hustings in the coming seven weeks.” Ms Evans continued: “There has been much chaos and mixed-messa- ges surrounding Brexit since June last year so we trust this announcement will bring much-needed clarity and order in the Brexit debate and beyond. “Before all the detailed talks begin with the EU and Government sets out its vision and objections for Brexit legislation, such a General Election will demonstrate determination ‘to get the job done’. A stronger negotiating pos- ition will win the best deal on Brexit.” She added: “Industry needs strong


leadership to avoid a disruptive cliff- edge. Indeed, as we move forward, we must not lose sight of the fact that it is crucial that the construction industry’s voice is heard in the Brexit deliberations. What is evident is that the ‘construction industry is open for business’.” She concluded: “Whoever forms the next Government needs to build a ro- bust partnership between industry and Government that looks to the future.”
