Dear Maryland Public Trails User: We are the trade association for the Maryland horse industry, and we are writing you as a fellow user of our state’s extensive system of public trails.


Most equestrians in Maryland are trail riders, and our members are increasingly concerned about the lack of safe access, for all user groups, to our shared natural resources. We know that other user groups share this concern, particularly as more Marylanders than ever are turning to outdoor recreation as a result of the COVID-19 pandemic.


We are considering legislative action on this issue and would welcome your participation and support. Specifically, we are considering a request that the Maryland Department of Natural Resources:


• require farmers (or others) leasing public land to maintain a 20-foot border around their fields for unrestricted access to trail heads – because we believe that public land is not “available” if there is no way to access it; and


• prohibit firearms on public land on one weekend day each week – because we believe that public land is not “available” to the public if users risk, or fear the risk, of injury from weapons.


Please let us know if you would like to participate in group action on access to trails.


Our superb system of public trails is important to all Marylanders. We look forward to collaborating with you to keep them accessible and safe for all.
