East Anglia ONE Offshore Windfarm Generation Assets Monitoring Plan

1 Background 1.1 Overview 1.
East Anglia ONE Limited (EAOL) submitted an application for a Development Consent Order (DCO) for the East Anglia ONE Offshore Windfarm (EA ONE) in November 2012 with consent granted by the Secretary of State (SoS) in June 2014. The DCO granted consent for the development of an offshore windfarm with a gross output capacity of up to 1,200 Megawatt (MW) (1.2 Gigawatt (GW)), consisting of up to 240 wind turbines (located 43km off the coast of Suffolk) and associated electrical transmission infrastructure offshore and onshore including inter-array cabling, up to three offshore collector stations and up to two offshore converter stations, a meteorological mast, up to four offshore export cables, onshore export cables and an onshore converter station at Bramford in Suffolk. EA ONE is the first project to be consented within the East Anglia Round 3 Zone. Following the award of the DCO to EA ONE, the UK Government announced the first Allocation Round of the Contract for Difference (CfD) regime. Following participation in the competitive CfD allocation process, EA ONE was awarded a CfD for 714MW of capacity on 26th February 2015. On the basis of this allocation, it is likely that the project will have an installed capacity of 714MW, resulting in a reduced maximum number of wind turbine generators (WTGs) compared to that which was consented in June 2014.

The EA ONE DCO includes two deemed Marine Licences (DMLs), the first (Schedule 10 of the DCO) licences the generation assets and the second (Schedule 11 of the DCO) licences the transmission assets. The detail presented in this plan is written in reference to the Generation Assets DML only.

EAOL previously submitted the EA ONE Monitoring Plan (generation assets) (hereafter referred to as the Monitoring Plan) to the Marine Management Organisation (MMO) pursuant to the requirements set out under Condition 11(b) of the generation DML, which requires a construction programme and monitoring plan to be submitted to, and approved by the MMO (submitted in November 2015; document ID EA1-CON-F-GBE-000987). The Monitoring Plan was formally approved by the MMO on 19th May 2016.

As part of the discussions with the MMO prior to submission of the Monitoring Plan it was agreed that, as a result of complex discussions regarding the approach to ornithological monitoring, the approval of the ornithological monitoring aspects of the Monitoring Plan would take place under different timescales to the wider Monitoring Plan. An in principle agreement on the general approach to ornithological monitoring at EA ONE was reached with the MMO in November 2015, pending further, more specific, detail on survey methodology (see further detain in Section 2). Discussions have now concluded and as such this document presents the proposed approach and methodologies to comply with the EA ONE generation DML conditions with respect to ornithology, under Condition 11(b) and Condition 17(2)(d) of the EA ONE generation DML.

In order to avoid unnecessary repetition, this document has been drafted as an addendum to the wider Monitoring Plan. As such it makes reference to, and should be read alongside, the wider Monitoring Plan.
1.2 Monitoring Plan approach 6.
The following Sections of the Monitoring Plan should be referred to for background information relevant to the EA ONE monitoring plans:
• Section 1.3: Proposed development – this section provides context and background to the proposed development as well as confirmation of the current scheme design parameters by comparison to that assessed in the EA ONE Environmental Statement (ES);
• Section 1.4: Project programme – this section provides an overview of the development, construction, and monitoring programmes;
• Section 1.5: Evolution of the Monitoring Plan – this section provides background to documents that have been produced, discussions that have taken place, and agreements that have been reached in relation to the Monitoring Plan; and
• Section 2: Marine Licence requirements – this section provides a summary of the relevant DML conditions and any consultation and correspondence with consultees in relation to the DML conditions.
