draft DCO for East Anglia ONE, which contains a commitment for all East Anglia Offshore Windfarm projects connecting to the National Grid substation at Bramford, the impact of operational noise is not considered to be of significant impact.

30.3.9 Chapter 27 Traffic and Transport 118. This chapter of the PEIR has assessed the potential impacts of the onshore elements of East Anglia THREE on the surrounding traffic sensitive receptors. Traffic demand has been calculated with regards to an access strategy that has been adopted for the project. The strategy seeks to manage the traffic impact through embedded mitigation which would be implemented through a Traffic Management Plan and Travel Plan post planning determination.

119. In accordance with national guidance (GEART) a study area was identified, baseline conditions established and sensitive receptors within the study identified. The study area was screened to identify routes that could be potentially impacted by the projects’ traffic generation.

120. The assessment identified no residual significant impacts, with all impacts being either minor adverse or negligible. No significant impacts were identified for the operational phase. Decommissioning impacts are dependent upon the decommissioning strategy, however, it is anticipated that the impacts during decommissioning would be similar those identified for construction although likely to be of lower magnitude.

121. At the PEI stage, there is insufficient information in the public domain with regards to the traffic and transport impacts of both Sizewell C and the Ipswich Northern Fringe to allow for an informed assessment of cumulative impact. Adastral Park is unlikely to be determined until after East Anglia THREE. It is therefore proposed that when further detail becomes available about the potential impacts and timings of these projects, they are considered post PEIR and the assessment updated for the ES and DCO application where possible.

30.3.10 Chapter 28 Socio-economics

122. This chapter introduces the impacts associated with the proposed East Anglia THREE project which may potentially affect the local tourism and recreation economy. The full impact assessment will be made in the final ES.

123. The socio-economic impacts are likely to be ofminor beneficial significance and related to workers coming into the area during the onshore construction phase. No adverse socio-economic impacts are predicted.
