Litterpick Cllr J Sams suggested April 1 as a possible date for the annual litterpick, as children would be on holiday and able to assist. Cllr T Sams said that would arrange for all the necessary equipment to be loaned by MBC. The date was agreed. Tree survey Cllr Dean said work was outstanding from the survey at WoodlandsWalk in 2012. The contractor suggested an up-to-date survey was completed before obtaining quotations for the work required. Cllr Dean suggested that £850 be set aside for the new survey. It was agreed to go ahead with this. Highways Residents were encouraged to report highways faults on the website. Highways had already been notified that the GiveWay markings by the old school site needed repainting, that the refuges on the A20 were very muddy and the lighting needed cleaning; and that the damaged surface in Hogbarn Lane needed repairing. The issue of mud from the Crest Nicholson site was discussed and the clerk said several strongly-worded emails had been sent to the site manager. West Street Cllr Allardyce had counted 66 vehicles between Forge Meadow and the shop one evening. Parking around the pub was so bad that prams and wheelchairs could not pass on the pavements. Cllr T Sams asked how this could be resolved if there was nowhere else to park. Church Road names The clerk said seven names were required. Cllr T Sams felt strongly that only names from theWar Memorial should be used. After a discussion, ArmisticeWay; Seal Drive; Tupper Close; Parks Road; East Street; Young Lane, Brunger Close and Norris Walk were agreed. BluebellWalk The Heart of Kent Hospice had asked to use the Glebe Field for the BluebellWalk. This was agreed, with the usual caveats of reinstating any damage. Cllrs J and T Sams said they would oversee the opening and closing of the field.

Councillors asked that a booklet be produced including all the parish council committee reports and articles from various groups in the village. It was agreed that tea, coffee and biscuits should be bought for the meeting. The clerk would find out if the Ambrose Hall was available for the meeting.


Lenham


LightsA resident said the lights on the footpath from Old Ashford Road to GroomWay were now working. Crime report PCSO Rowley reported five crimes in January and highlighted the importance of reporting incidents promptly on 101. The theft of dogs was an issue and extra diligence was needed. The community warden warned of bogus telephone callers posing as police officers and rogue traders visiting properties offering roof repairs – both should be reported on 101. Dog waste bins Ten bins were being prepared ready for installation. Possible sponsorship options to cover the running costs would be discussed. Fingerposts The new posts had been installed in the square. Information was awaited from Cllr Whittle about the legal situation regarding the use of A-boards. S106 money Cllr Osborne had contacted Cllr Whittle to ask why S106 money from developments in Lenham was being allocated to Harrietsham school. CCTV Cllr Culver would survey the storage facilities at the WCs to see if they were suitable for handling the CCTV cabinet. The cameras were working at the Ham lane play park andWilliam Pitt field. Play facilities Cllr Gee would take responsibility for parish play facilities. Wicksteed would be asked to carry out the


annual inspection of equipment. Cllr Greenwood would ask Mr Goodwin to undertake a maintenance inspection of the BMX equipment and submit a report. Website Cllrs Nye and Smith-Essex were organising the uniformity of information on the website. Falcon would be asked to ensure the secure domain name was in place and the site was ready to go live in spring in readiness for the tourist season. An information leaflet might also be printed for distribution to businesses throughout the village. Education The recent visit to Swadelands was a useful exercise and members were pleased to report many improvements in both discipline and school facilities. Lenham Heath Cllr Smith-Essex reported excessive litter along the Forstal Road. It was expected that the upgraded broadband facilities from BT should now be available. Budget Members discussed concerns about possible financial caps being applied to parish council finances in the next 18 months. Whilst the normal annual running costs were taken from precept monies and MBC grants, the amounts received had diminished significantly and the local government tax support of £2,989 would be withdrawn. The parish service scheme had been extended for one year and would be reviewed and possibly withdrawn from 2018. It was agreed to submit a parish precept requirement under the Local Government Finance Act 1992 of £72, which would raise £101,000.


Ulcombe


Warden’s report The community warden highlighted the Country Eye app which could be used to report flytipping. Chegworth Road Kent Highways continued to progress plans for better signs and road layout for Chegworth Road at the junction of the A20. A meeting was to be arranged with Kent Highways and residents on the use of this area and its facilities. It was agreed that various options for the provision of new equipment would be researched.

ing gearwas stolen from outside a property in Longham Copse, Downswood. It has since been recovered. The telephone box in Deringwood Drive, Downswood,was damaged by youths and some money taken out of it. A shed at a home in Goddington Lane, Harrietsham, was broken into. Nothing appeared to have been taken. A battery was stolen from a farm in Ash-


ford Road, Lenham. A home in Croft Gardens, Lenham, was broken into and cheques were stolen. There was a burglary with intent to steal


from a property in Forge Meadow, Harri- etsham, that is habitable but currently


empty. This was a repeat crime, and the property had already been boarded up. Three young males were seen in the area


when some windows were smashed at a property in Forge Meadow, Harrietsham. A property in Longham Copse, Downswood,was damaged when an object hit it.
