celebrate the great value of Maine’s marine resources, we cannot lose site of the signs of change,” said Commissioner Keliher. “The agency and the industry must work to not only safeguard our iconic lobster fi shery but also to work together on solutions that ensure the health and resiliency of all Maine fi sheries.”

DMR Seeks Input from Eastern Maine Lobster Harvesters Potentially Impact- ed by Federal Regulations

March 2, 2017 - The Maine Department of Marine Resources is seeking information from lobster harvesters in eastern Maine who might be impacted by regulations under consideration by the New England Fishery Management Council (NEFMC) which are designed to protect corals in the Gulf of Maine. Two of the proposed Gulf of Maine

coral protection areas are Outer Schoodic Ridge and southwest of Mount Desert Rock. One of the proposed management options is

Northern Shrimp Data Workshop Scheduled for April 5-7, 2017 in Port- land, ME

ARLINGTON, VA – The Northern Shrimp Data Workshop will be conducted April 5-7, 2017 at the Westin Portland Harborview in Portland, Maine. The Data Workshop is the fi rst in a series of workshops to develop the next shri mp benchmark stock assessment. The assessment will evaluate the health of the Gulf of Maine northern shrimp popula- tion and inform management of this species. The Workshop is open to the public, with the exception of discussions of confi dential data, when the public will be asked to leave the room. For data sets to be considered at the

workshop, data must be sent in with accom- panying methods description to Max Appel- man (mappelman@asmfc.org) by March 17, 2017. All available data will be reviewed and vetted by members of the Northern Shrimp Stock Assessment Subcommittee for possible use in the assessment. The benchmark stock assessment will

be peer reviewed in April 2018. For more information on submission and presenta- tion of materials at the Data Workshop, or attending the Data Workshop, please contact Max Appelman, Fishery Management Plan Coordinator, at mappelman@asmfc.org or 703.842.0740.

NOAA Fisheries Announces Increases in Common Pool Gulf of Maine Cod and Haddock Possession and Trip Limits NOAA is increasing possession and trip

limit for Gulf of Maine cod and haddock to increase fi shing opportunities for common pool vessels and to ensure that the common pool fi shery is able to fully access the quotas for these stocks. We are changing the Gulf of Maine cod

possession and trip limit to 100 pounds per trip, with no daily possession limit for DAS and Handgear A common pool vessels for the remainder of the fi shing year. We are also increasing the Gulf of

Maine haddock possession and trip limit to 500 pounds per day-at-sea and 1,000 pounds per trip. The small vessel category combined

limit of 300 pounds for GOM cod, haddock, and yellowtail fl ounder remains in eff ect. Vessels that have crossed the VMS

demarcation line prior to March 16, 2017 may land the new possession and trip limit for that trip. For more details, read the notice as fi led

a total ban on fi shing. The Department has proposed to exempt the lobster and crab fi sheries in these two coral protection areas. DMR has already provided information

to the NEFMC compiled from dealer and harvester landings reports and industry input that gave an estimate of the economic impact of closing these areas as well as the number of potentially impacted boats and harbors. In January the NEFMC voted that it

was too early in the development of the Draft Amendment to consider an exemption and expressed an interest in more data and analyses of the fi sheries in these two areas. DMR is now seeking to gather more

in-depth data that can be used to inform the federal regulations. “Maine’s lobster indus- try provided valuable data when the federal whale rules were developed, which resulted in much better informed regulations,” said Maine Department of Marine Resources Commissioner Patrick Keliher. “The areas under consideration are very

important to Maine’s lobster industry and we are again working closely with industry to ensure that these regulations take into account the full impact of these proposed regulations.” Harvesters who fi sh in either or both of these areas, are being asked complete a survey, available as an attachment below. “The sur- vey results will provide the department and
