County Council report Cllr Sarah Hohler had reported two ivy-clad trees whichwere leaning across St Vincent’s Lane and said she had asked for signs for Woodgate Road towarn of pedestrians. She did not think speed restrictions in St Vincent’s Lanewere possible as it would be difficult to enforce. Defibrillator The clerk said both of the defibrillators had been checked and an update would be provided. M20 footbridge An arboriculturalist had contacted Liz Guthrie at Tonbridge and Malling Council regarding the removal and reinstatement of trees. To retain the trees would place severe constraints on the demolition and place extra pressure on the retained trees. Liz Guthrie agreed with the proposal for replacement planting of like- for-like native species with 2-3m standard trees. Thiswas agreed. Developer contribution The clerk had asked TMBC when the developer’s contribution towards open space in the village (a condition for the Plowenders Close planning permission) would be paid. The clerkwas advised that the contribution was payable prior to occupation of the first house. Dark skies policy Concerns about external lightingwere discussed. The clerkwas asked to write to TMBC regarding its polices on external lighting. Big Motoring World TMBCwas awaiting technical information from the agents concerning the planning proposal for the lights. They will then report to the Area 2 planning commiee. FootpathA tree had been uprooted on the footpath across the golf course to the main road at the junction with St Vincent’s Lane. Works had been programmed. Golf club light The clerkwas asked to contact the golf club again to remind them that the light on thewestern side of their buildingwas blinding to cars travelling east on the A20. Highways Brambleswere reported on the A20 footpath from Mayhill Farm down to La Casa. More signs seemed to be appearing on the A20 at Hernewell Farm. Hedges and brancheswere overhanging St Vincent’s Lane and a stile on the footpath from East Street village greenwas roing and needed replacing. Width restriction Members noted that Kent Highways had said they would not be able to fund the extra sign until the new financial year. Trees The clerk had arranged to meet Liz Guthrie at TMBC to discuss nominating three trees for preservation orders. Oak tree Barles had inspected the oak tree on the village green and recommended a more detailed survey to check the structural integrity of the tree. Noticeboards Members agreed that the clerk should obtain a quote for the noticeboards in Troiscliffe Road and The Clearways to be refurbished.


Aylesford


Bull Lane junction Kent Highways had agreed to do a traffic survey and feasibility study at the junction with PilgrimsWay. Hermitage Lane Kent Highways had agreed a number of improvements to the traffic light sequence in a bid to relieve traffic congestion. They had also agreed to

widen part of the junction as part of the developer’s snagging list, but at the expense of Kent Highways. Grass maintenance The clerk proposed that he assesses work done by all contractors with a view to taking some tasks back in house in 2018. Gangmowing and pitchmarkingwere likely to stay with Landscape Services but recreation ground surrounds and other smaller areas of council land such as The Hollow and Old Bridge Gardens could be done in house with the existing workforce. Itwas agreed that the clerk should proceed with the assessment and report back to commiee during 2017. The clerk also referred to a proposal received from Kent Highways to take over some Highway grass maintenance works for payment. The clerk would consider this in more detail and report back to the commiee. Petanque The clerk had contacted the Kent Petanque Association and asked for details about the potential installation of a petanque pitch. The responsewas awaited. AllotmentsAwater leak had been found and an alternative pipe placed on the surface as a temporary measure. The clerk set out a plan to relay the main pipe along the main track instead of under the allotments, where it is susceptible to damage from digging etc. Itwas agreed to go ahead with the plan if it represented good value to the council. Crime reportA number of incidentswere reported in the Blue Bell Hill area – thefts from cars and burglaries. Detailswere on the Kent Policewebsite. Tunbury Hall The clerk reported on vandalism, including youths gaining access to the changing room roof. He proposed the installation of anti-climb paint and signs at an approximate cost of £100. Budget The clerk reported on the proposed budget. Cllr Balcombe proposed a precept of £223,000, whichwas agreed. Annual parish meeting The proposed date of May 16 would clash with the TMBC annual meeting. Itwas therefore agreed to move the annual parish meeting to May 9.


Birling


Traffic Cllr Hohler said she had members’ fund money available to pay for traffic surveys on two roads. If Birling Parish Council wished to fund another it would cost £750. Itwas decided that Bull Road and Ryarsh Road would be the best locations.A decision had not yet been made about keeping the no right turn at CastleWay junction. School The application for the school hall at Ryarsh Schoolwas still out for consultation while objectionswere being considered andwere due to go to commiee. Crime There had been a number of cases of tyre slashing and vehicle keying in Snodland. Clerk vacancy Interviews had been conducted and the position had been offered to a candidate. Footpath CllrWestwood said the handrails on a bridge on the footpath leading from the village to the Downs on the Birling Estate had collapsed and therewas a lot of lier in the area. Itwas suggested that any future lier picks could deal with the lier.


East Peckham


Vacancy Tonbridge and Malling Borough Council (TMBC) had confirmed that the vacancy created by the resignation of Mr Hodgson could be filled by co-option. Speedwatch Borough Cllr Rogerswas keen to gauge the level of interest from the parish council in sharing the cost of Speedwatch or speed indicator equipment with Golden Green. The parish councilwelcomed extra information. Damaged fenceAresident said a fence at Church Lane had collapsed. The fencewas the responsibility of KCC, which had been notified. Burger vanAresident who complained about the vanwas told that therewere no grounds TMBC could use to take any action to have it removed. Jubilee Hall Following the relocation of the WOKgym club, there had been an upsurge in booking enquiries. More confirmed party bookings had been made. Diamonds Gymnastics Academy would be operating from the premises three times perweek. The vending machine had been removed and it was decided that it would not be replaced. Annual parish meeting The meeting would be held on April 3, 2017. HomestartAfunding application had been received from Homestart whichwas seeking funds towards the scheme which had helped four East Peckham families within the past three years. Each family cost £1,200. Itwas agreed to make a grant of £250. Village hallAfunding application had been received from the hall whichwas looking to replace chairs. The decisionwas deferred until after April 1.


Kings Hill


Caering WoodsAresponse had been sent to all residents who contacted the parish council about the woods. Kent Street improvement The parish council expressed disappointment that the scheme dealt only with the visibility issue at the junction and did not include any improvement to pedestrian cycle routes. It was acknowledged that the designwas still beneficial for the flow of traffic along the A228. Sports pavilion The planning application to extend the hours at the sports pavilionwas temporarily granted for one year. Some residentswere concerned about noise and speed of vehicles entering and leaving the pavilion. The next application would be for extension of the alcohol licence to incorporate the new opening hours. Advertising screens After discussion itwas resolved to trial commercial advertising on display screens at the sports park for a period of three months. There would be a charge of £50 plus vat for one month’s advertising, which would be reviewed at the end of the trial. The maximum number of adverts would be restricted to three.


Leybourne


Village hall The site manager asked for approval to shut the hall from July 24 to August 6 to carry out essential maintenance. Thiswas agreed. Bomb hole The site manager gave details of repairs needed. The log retainerwall had collapsed in three areas and other areas
