Residents had been disturbed by in increase in heavy goods trains on the Medway Valley Line, as the railway bridge at Lewishamwas being strengthened. TMBCcall for sites Therewere eight possible sites which would equate to 2,730 new
homes.Anew road linking the back of Quarry Woods to the Poppy Fields had been suggested which would also open up the land at the back of the industrial estate in the Coldharbour area. Crime report PCSO Dougie Muir continued to patrol following the incidents of vandalism. Crime figures had been sent to the deputy clerk who read them out: a case of criminal damage to the car park barrier fencing, and theft from a vehicle at the Shell garage on Linton. PROWofficer Michelle Snowdin introduced herself as the public rights ofway officer and said a lot of workwas needed to maintain the footpaths. The footpath surfacewas the responsibility of thePROWofficer but the sides of the path generally belonged to landowners, whowere responsible for the maintenance of vegetation. Shewas asked to review the Loose Neighbourhood plan and to look at the steps leading from Copper Tree Court to the A229 as theywere often muddy and dangerous. Following reported issues on KM218, Michelle said she had met the householder and the path would be monitored. Gravel might be provided by the owner if needed. Pickering Street accidentAn email had been received about an incident where a young child shot out of an alley on her bike into the path of a car, despite a bollard at the entrance of the path. Itwas agreed to raise concerns to see if further options could be considered. After discussion itwas agreed that no further action would be taken for the moment. A229 junctionAn email had been received advising that the hatching markings seemed to deter parking. Neighbourhood plan Cllr Jim Andrew said the consultationwaswell underway with three more sessions to go. WebsiteAlot of modifications had been needed to make thewebsite suitable for use. Both the clerk and the assistant clerk had
completed their training and the deputy clerkwas due to receive training. Councillor recruitment Loose Views would be posted to residents showing the new advertisement for
councillors.An advertisement would also be sent to Involve Maidstone. Antisocial behaviour The bin in the KGV playing field had been used to damage car park fencing. KCC Stay and Play had been advised to lock the bin after use and the caretaker had now chained it to prevent it being wheeled across the car park.
Tovil YMCAfunding The donation of £50,000
towards the construction costs of the new community centrewas finalised.YMCA would provide a revised licence agreement. Notice to vacate the premises at Tovil Working Men’s Club would be given immediately. Trustee director Itwas agreed to endorse Cllr Abigail Hogg as a trustee director of YMCAas a voting board member representing Tovil Parish Council. Noticeboard Itwas reported that the noticeboard outside the post office had been repaired as the damagewas dangerous to members of the
public.An estimate for the cost of manufacturing a new wooden noticeboardwas brought to the meeting. It was agreed to accept this and the noticeboard would be stored until needed. The clerkwas to talk to Cllr Brian Clark about the placement of a board at Postley Road. Budget Discussions would take place with the aim of keeping the precept to that of 2015/16 - £64,000. Humidifier Itwas agreed that the damp in the officewas for the landlord to rectify, not Tovil Parish Council. Evening surgeries Itwas agreed to start surgeries when the office moved to the YMCA. They would be trialled for three months, monthly from 7-9pm and usage would be assessed. Thiswas agreed. PlantingAfurther planting day would be arranged for planting bulbs. Councillors were happy to maintain the wooden planters. Itwas suggested that a working partywas set up to regularise grounds maintenance work.
