INTRODUCTION As the home of Britain’s financial services sector and numerous landmark buildings of national importance, the City of London has not only been a prime terrorist target for over 40 years but has increasingly become the focus for protest by various activist groups.
Legitimate protest is of course the right of every individual, but there has been understandable concern among businesses right across the capital about the disruptive effect that it can have on the day to day life of the City – and about the very real dangers that businesses may face when confronted by those who are intent on taking their protest beyond what is legally acceptable.
Businesses need to be clear how to plan for and react to potential disruption from protesters. The summer riots of 2011, which caused damage worth millions of pounds to businesses across London, will no doubt have focused the thoughts of many of you on how best to protect your premises and staff.
DON RANDALL MBE Chair, City of London Crime Prevention Association
This booklet aims to help your organisation meet the challenges posed by civil unrest. It has been produced by the City of London Crime Prevention Association (CoLCPA) with the assistance of the City of London Police and City of London Corporation and draws on advice and best practice from a range of organisations.
We look forward to working with you to maintain the excellent record that the City of London enjoys, both in minimising the impact of legitimate protest on day to day business and in combating any criminal activity that may occur under the guise of lawful protest. With your ongoing co-operation and vigilance, we can continue to ensure that the City of London is a safe, secure and attractive location for everybody.
