Heather Ashby is ASCA’s director of government affairs and has more than 14 years of experience in fundraising, political strat-
egy, lobbying, advocacy engagement and project management in health pol- icy and national political organizations. She manages the federal and state leg- islative, political and grassroots activ- ities of ASCA and represents the ASC industry to Congress. She received her bachelor’s degree with a double major in psychology and political science from Baylor University in Waco, Texas.
Kristin Murphy, ASCA’s assistant director of fed- eral legislative affairs, works with Congress to protect and promote
access to ASCs. Previously, she worked for the US House of Repre- sentatives and the American Soci- ety of Plastic Surgeons. She also ran the national grassroots program for the American Library Association, worked on several US Senate cam- paigns and coordinated state legisla- tive initiatives in South Dakota. Orig- inally from Sioux City, Iowa, she has a bachelor’s degree from the Univer- sity of South Dakota in Vermillion, South Dakota, and a Master of Busi- ness Administration in health care management from Johns Hopkins University in Baltimore, Maryland.
Danielle Kaster is the grass- roots and political affairs manager at ASCA. She has more than five years of experience in political fun-
draising and grassroots campaigns. Prior to her role at ASCA, Kaster worked for a fundraising firm in Washington, DC, and several local and federal political cam- paigns in Nebraska. A Nebraska native, Kaster received her bachelor’s degree in journalism with a minor in political sci- ence from the University of Nebraska in Lincoln, Nebraska.
Ali Legros, ASCA’s assis- tant
director of govern-
ment affairs, state affairs, comes to ASCA with expe- rience in state government
affairs. Before ASCA, Legros worked for a state government affairs consult- ing firm, handling issues ranging from health care to genetically modified foods and natural resources, for Fortune 500 companies and trade associations. She has tracked, analyzed and moni- tored legislation in all 50 states, Puerto Rico and Washington, DC. Before mov- ing to Washington, DC, she worked in the Connecticut General Assembly as a legislative aide to five Republican state representatives. During her time in the state legislature, she successfully ran two state representative races, winning back a seat for the House Republicans. She also served as district field coor- dinator for the 2010 Linda McMahon
Senate race. Legros graduated from the University of Connecticut in Storrs, Connecticut, with a degree in commu- nications.
Nawa Arsala, ASCA’s assistant regulatory coun- sel, works on ASCA’s fed- eral and state regulatory efforts. She has a bach-
elor’s degree from the George Wash- ington University’s Elliott School of International Affairs in Washington, DC, and a JD with a concentration in health law from American University’s Washington College of Law, also in Washington, DC. Arsala is admitted to the bar in New York. She wrote for the Washington College of Law’s Health Law & Policy Brief and blogs for the American Bar Association’s Health Law Section. She lives in Washington, DC, and enjoys traveling and ballet.
