the Arkansas Commercial Truck Safety and Education Program (ACTSEP), a program funded with registration fees for trucks operating in Arkansas under the International Registration Plan. ACTSEP grants are awarded to organizations devoted to improving the safety of the commercial truck industry through the focus on increased enforce- ment, regulatory compliance, industry training, and educational programs to ensure the safe movement of goods on Arkansas highways. “It was absolutely, positively not


a sure thing we were going to get it.” They did get it, and now the College of Business will only spend the interest of the $3 million grant, ensuring the pro- gram is sustainable for generations of students to come. Of course, all good things come


with catches. To be awarded the funds, the college has to start a major by 2017—an endeavor that often takes lon- ger than two years to accomplish. As of summer 2016, the state has approved


the new major in logistics and supply chain management, which will be made officially available in fall of 2017, right on schedule. Though the program is similar


to the program at the University of Arkansas at Fayetteville, UCA’s pro- gram has its own special value. Their focus on safety and how government policy impacts the motor carrier indus- try should be of particular benefit to students. “Our students when they graduate will not just have a grasp of the policies that are out there but will be able to somewhat influence future government regulations. I think a good part of the value that we deliver to soci- ety and the industry specifically is get- ting students into transportation.” Though Voss would have liked the


process to move faster, he refers to the experience as a “nine-year overnight success,” acknowledging that things sometimes must move slowly. “I don’t think the things we’ve accomplished here, could have been accomplished any


place else. The school was so hungry for something new, and the trucking industry was so receptive to someone else that wanted to be a part of their industry.” The many trusting relationships


he’s cultivated over the years played a significant part in developing the pro- gram, but UCA itself also gets some credit. “I’m so happy at UCA. It’s a fantastic school. Folks ask me why I’m here, I say ‘cause it’s great. The people here are so friendly. It’s the greatest cul- ture, the greatest environment. I would not change a thing.”

eral functions. Critically, they allow for the hiring of select adjunct faculty, such as the retired vice president of supply chain management from Leisure Arts in Maumelle, who will be teaching a class in the spring. Last spring, a popular transportation course had 69 students registered in a class with 65 seats.
