changes in the implementation of CITES, including changes in protections for certain species.
Species protected by CITES fall un-
der one of three appendices. Appendix I includes species threatened with extinction and provides the greatest level of protection, including restrictions on commercial trade. Appendix II includes species that, although currently not threatened with extinction, may become so without trade controls. Changes to Appendices I and II must be pro- posed at a CoP and agreed to by a two-thirds majority of the parties present and voting. In contrast, listings to Appendix III can be requested by individual parties at any time. Appendix III includes species protected by at least one country that needs assistance from other parties to control trade.
ASMFC Spiny Dogfi sh Board Approves 2017 Fishery Specifi cations
BAR HARBOR, ME – The Atlantic States Marine Fisheries Commission’s Spiny Dog- fi sh Management Board approved a spiny dogfi sh commercial quota of 39,099,717 pounds for the 2017 fi shing season (May 1, 2017 – April 30, 2018). The Board main- tained a 6,000 pound commercial trip limit in state waters (0-3 miles from shore) in the northern region (Maine through Connecti- cut). States in the southern region (New York to North Carolina) have the ability to set state-specifi c trip limits based on the needs of their fi sheries. The quota and northern region trip
limit are consistent with the measures recommended to NOAA Fisheries by the Mid-Atlantic Fishery Management Coun- cil. Although the spiny dogfi sh commercial quota represents a slight decrease from the previous year, the 2015 assessment update projects spawning stock biomass to increase starting in 2019. Therefore, the commercial quota is expected to increase in the next specifi cations cycle if the projection is sup- ported by catches in the Northeast Fisheries Science Center spring survey. The 2017 spiny dogfish commer-
cial quota allocations (in pounds) for the northern region and the states of New York through North Carolina are described below. NOAA Appoints Agency Veteran Dr. Jon Hare as New Science and Research Director for Northeast Fisheries Science Center
NOAA announced the appointment of
Jonathan A. ‘Jon’ Hare, Ph.D. as the new Science and Research Director for NOAA’s Northeast Fisheries Science Center. As director, Dr. Hare will continue the work of planning, developing, and managing a mul- tidisciplinary program of basic and applied research on the living marine resources of the Northeast Continental Shelf Ecosystem from the Gulf of Maine to Cape Hatteras, NC. He will lead NOAA Fisheries’ fi ve northeastern labs and fi eld stations. Dr. Hare will offi cially assume his new role starting October 31, 2016. Dr. Hare has held various positions with
NOAA Fisheries for more than two decades, winning multiple awards for his leadership and administrative capabilities, as well as for his research. Most recently, he served as Supervisory Research Oceanographer and Acting Ecosystems Processes Division Chief for the NEFSC Narragansett Lab- oratory. In this role he managed division research while also managing personnel and research resources for fi ve diff erent locations in the center.
ASMFC Atlantic Menhaden Board Sets 2017 TAC at 200,000 MT & Approves Draft Amendment 3 Public Information Document for Public Comment
BAR HARBOR, ME – The Atlantic States Marine Fisheries Commission’s Atlantic Menhaden Management Board approved a total allowable catch (TAC) for the 2017 fi shing season of 200,000 mt, a 6.45% in- crease from the 2016 TAC. According to Technical Committee analysis this increase has a zero percent probability of resulting in overfi shing. The TAC will be made available to the states/jurisdictions based on the state-by-state allocation established by Amendment 2 (see accompanying table). “Given the healthy condition of the
resource, this modest increase provides additional fi shing opportunities while the Board proceeds with the development of Draft Amendment 3 to the Interstate Fish- ery Management Plan.” stated Board Chair Robert Ballou from Rhode Island.
Additionally, the Board approved the
Public Information Document (PID) for Draft Amendment 3 for public comment. As the fi rst step in the amendment pro- cess, the PID provides stakeholders with an opportunity to inform the Commission about changes observed in the fi shery and provide feedback on potential management measures as well as any additional issues that should be included in the Draft Amend- ment. Specifi cally, the PID presents a suite of tools to manage the menhaden resource using ecological reference points as well as options to allocate the resource among the states, regions, and user groups. The PID will be available on the Com- mission website,
