Newport News receives $500,000 HUD grant

The City of Newport News and the Newport News Redevelopment and Housing Authority have been awarded a $500,000 Choice Neighborhoods Initiative Grant from the U.S. Department of Housing and Urban Development to help revitalize and transform a portion of the Southeast Community. This planning grant will enable the City to develop a community-driven plan for Ridley Place and an expanded area around the public housing complex.

“We are delighted to be a recipient of this planning grant from the Department of Housing and Urban Development,” said City Manager Jim Bourey. “This is exciting news for the Marshall/Ridley Neighborhood, the Southeast Community, the City of Newport News, and all of our partners who have committed to working together to build a stronger community in the target area. Together, we will develop a sustainable and implementable plan to continue our efforts to revitalize this historic area of Newport News and stimulate investment, growth and opportunity for current and future generations.”

The Choice Neighborhoods Initiative provides competitive grants to transform neighborhoods by rebuilding both public and assisted housing into mixed-

income communities. The comprehensive process brings together local leaders, residents, and a vast array of other stakeholders to create and implement a neighborhood revitalization plan to transform distressed HUD housing and address neighborhood challenges. The initiative is intended to help localities build neighborhoods of opportunity. Newport News is one of 10 awardees nationwide this year chosen from 64 applications, and is the only recipient in Virginia. The target neighborhood is bounded by Interstate 664, Marshall Avenue and the Hampton Roads Harbor.

The Choice Neighborhoods Initiative is focused on three core goals:

1. Housing: Replace distressed public and assisted housing with high-quality mixed-income housing that is well-managed and responsive to the needs of the surrounding neighborhood;

2. People: Improve educational outcomes and intergenerational mobility for youth with services and supports delivered directly to youth and their families; and

3. Neighborhood: Create the conditions necessary for public and private reinvestment in distressed neighborhoods to offer the kinds of amenities and assets, including safety, good schools, and commercial activity, that are important to families’ choices about their community.

To achieve these goals, communities develop a comprehensive neighborhood revitalization strategy, or Transformation Plan. Successful implementation requires public agencies to work with private agencies, organizations (including non-profits), and individuals throughout the community to gather and leverage all resources to create a financially sustainable plan. The process builds community support for and involvement in plan development an implementation.

The award was presented on Sunday, June 19th, at the Norfolk Tides Baseball Game at Harbor Park. The Tidewater EMS Council awarded PFRES for their valuable contributions to Emergency Medical Services.

Fire Chief Dwayne Bonnette accepted the award on behalf of the Department. “We knew we were finalists, but we didn’t know until then that we were selected as the winner. This is a testament to all the EMS providers that serve the residents and visitors of Portsmouth daily,” said Fire Chief Bonnette.

Since PFRES has received this award, they are now nominees for the 2016 Governor’s EMS Award for the Outstanding EMS Agency. The Governor’s Awards will be announced at the EMS Symposium in November. “It is because of our dedication to improving the care that we provide to the residents and visitors of Portsmouth that PFRES has been recognized as a leader within the region,” added Fire Chief Bonnette.

This prestigious award is for an EMS agency that exemplifies outstanding professionalism and service to its community; whose high level of patient care is evident by innovative training, community awareness, preventive health programs, public relations efforts, and participation in local, regional, and statewide EMS systems.
