Langley Warden’s report Communitywarden


Dawn Riach-Brown continued to maintain a visible presence in the village and had recently reported to Kent Highway Services overgrown vegetation on pavements and roads Police report The new PCSO is Thomas Maybank. Three thefts had been reported in the last month. Outside gym Repair to the hip twister gym equipment had been agreed as the ground anchor had been identified as unsafe. HighwaysA resident had emailed regarding highway issues and the care of the planters. The footpath along Horseshoes Lane and the road junction markings had been reported to Kent Highway Services. Cllr Knowleswas replanting and tidying up the planters around the parish. Tree A quotewas accepted from Aspen Tree Services to fell a tree in the village hall car park.


Marden Police report Police had received reports of


youths on a digger within the building site in Goudhurst Road. PCSO Nicola Morris had met with the site manager andwas holding regular meetings. The youths had been spoken to and visitswere being undertaken with Golding Homes. Website An email had been received from KCC saying there would be an annual charge of £240 for providing the website. The parish council has used this service as it was free but would make inquiries about other companies and their costs. Tree A resident has advised the council that workwas required on an oak tree at Marden playing field as it was touching their property. The clerk would visit the site and take photographs to put before the planning commiee. Highways The street nameplate at Sheephurst Lanewas bent. The clerk would report this to Maidstone Council. The GiveWay sign by the farmshop had twisted and would be reported to Kent Highway Services. The village parking questionnaires had been circulated.


Nelestead Police report PCSO Nicola Morris reported


that a white Ford Transit van had been taken from Maidstone Road, Nelestead. Village hallA number of fundraising events would be organised including a quiz night on Saturday, September 24 and a fashion show on Friday, November 25. King George V field Cllr Anita Van Hersbergen had carried out her normal inspection of the field and itwas looking nice. She had purchased five fence posts. Noticeboard The clerk update members on the insurance claim for the noticeboard. Details of SpeedWatch with an appeal for volunteers had been placed on thewebsite.


Loose Crime reportAn item on online forum


Streetlifewas discussed regarding thefts from gardens and sheds in the Busbridge Road area. Therewas also a report of a stolen cheque/card in Linton Road.


Communitywarden Liz Lova had been carrying outwelfare visits. There had been a high level of fly-tipping in the area and members of the publicwere asked to report any incidences to the police. Paper collections Loose Swiss Scouts had stopped paper collections after 40 years, due mainly to the fallingprice of paper and a reduction in the amounts of paper collected. Traffic regulation order Kent Highway Services had given notice of intent to make the order to extend the 30mph speed limit in Well Street. Thiswas noted by members. Asbestos The end of the Brooks Field shed facing Old Loose Hillwas broken and needed to be replaced. Once the asbestos had been removed it would need to be replaced by galvanised metal, which Loose Amenities would pay for. The side bordering a resident’s garden could only be encapsulated on the inside. The shed would be cladded at a later stage, which would probably need planning permission. Itwas agreed to write to the landowner to ask if they would remove foliage so that the asbestoswall could be dealt with. The shed would be taped off during the duck race. Duck race Therewere no objections to the erection of a banner advertising the duck race. However, therewere concerns about the use of heavy equipment on the field; about the hygienic disposal of toiletwaste; arrangements should the field bewet; the removal of dog mess; car parking for stall holders and arrangements for cars moving on and off the site. Itwas agreed to contact Loose Amenities Association for more information. Tree branch Cllr Irene Songhurstwas to investigate a report of a tree branch that had fallen down in the closed cemetery. Broken fence There had been a report of youths removing spikes from broken fencing in the King George V playing field next to the junior play area. Itwas agreed to instruct Isle Landscapers to remove the fencing.


Staplehurst


Caretaker The caretaker was carrying out a great deal of strimming at Surrenden and Jubilee Fields. Carnival and fete A duty rotawas in place for the parish council stall. Councillors were encouraged to contact the assistant clerk to offer assistance. Headcorn Primary School Councillors noted KCC’s public notice of enlargement of the school to 60 places per year group and a capacity of 420 pupils. Land transfer Councillors voted to accept the transfer of land between the A229 High Street and ChestnutAvenue from Croudace Homes. Borough council report Cllr John Perry reported that a judicial review of the decision by Maidstone Council to grant planning permission from the “change of use of land from grazing to residential for one caravan and a touring caravan and one utility shed on land at Blossom, Maplehurst Lane”, had found on one of the submied grounds that the decisionwas unsound and should be quashed. He had wrien to Arriva following a resident’s representations about poor service. Surgery reports Issues raised by residents included overgrown vegetation, Sainsbury’s, planning, speeding traffic and the crossroads. The Parade Itwas reported that lots


relating to the freehold of property on the south side of The Paradewere to be auctioned on July 6. The land surrounding the buildings, including the car park, would be sold separately in the future. Cllr Lain-Rose referred to Staplehurst Neighbourhood Plan policy VH1, which advocates protection and enhancement of shops in the village heart and recommended that the parish council investigate what role it could play. Councillors agreed that Cllr Lain-Rose should make further inquiries about disposal plans for the car park and that the information should be considered by the parish council’s strategy and policy group.


Suon Valence War memorial play area The clerk had


requested a quote for rabbit fencing. The toddler swing strapswere found to be cracking and had been replaced. The arris railwas broken. Harbour play area The Maidstone Council report found that the toddler swing frame was bent. On the multiplay equipment there were cracks in the safety surface and the rope bridge was fraying.A section of wet pour had peeled back, causing a trip hazard. All issueswere said to be low risk and satisfactory. Open spaces Therewas an overgrown area on the A274 just past the bus stop by The Plough. The clerk had reported this to KCC and the landowner had now cleared the area. Trees had grown over the church path and a nearby landowner would trim them back. Village hall A sum of £2,800 had been ring-fenced for the car park. The clerk had approached the village hall in relation to the trees outside the office and asked if they would be willing to pay half to get them cut down.


Ulcombe Planning Regarding Hawthorn Farm, Pye


Corner, itwas agreed to contact the planning officer to reiterate the council’s original comments and also to express concern in relation to the lack of pipedwater to this site, apparent irregular use of an electricity supply, and the unsuitable refuse collection point at the end of the trackwhich visibly impacts the surrounding area – in the LowWeald Special LandscapeArea – with up to 15 lier bins and stray lier. The council supported the ecological queries raised by the planning officer. Itwas also agreed to explore other actions. BusesAleer from the East of Maidstone BusMeeting gave details of free travel at weekends, holidays and evenings to young people. HGVsigns Following an email from Boughton Malherbe Parish Council, itwas resolved that the parish council would fund four signs in total. HighwaysApothole near the manhole cover of LodgeGardens and The Street would be reported. Lier Rubbish had been reported near the A20 andWilliam Post Lane. Minutes Itwas agreed that draftminutes would be placed on thewebsite only after being seen and agreed by the chairman.

Cllr Geraldine Brownwas re-elected as chairman with Cllr Michael Stewart as vice-chairman.
