Street names The clerk had contacted the Harrietsham Historical Society to obtain some historical names linked to the CTRL site. Cllr Sams said hewas passionate about naming the roads after people from the village who had died in the WorldWars, as listed on the memorial. Names suggested included SouthfieldsWay, Field Close, Buckingham Drive, Mills Court and MahewsAvenue. Allwere in favour. PilgrimsWay footpath Cllr T Sams said the area around the figure of Percy needed some work during the summer months. The path needed aention and Cllr Sams said the work could be completed by a small group of volunteers one Saturday morning. He would try to arrange a date. Itwas also pointed out that Percy needed a coat of oil.
Hollingbourne
Elected Cllr Bedwellwas re-elected chairman with CllrWard as vice-chairman. Fence The residents of a house in Culpeper Close,who have erected a high fence around their property, have assured Cllr Alan Benne that theywere not aware that they had upset their neighbours and would seek planning permission as soon as possible. Assembly Cllr Bedwell thanked Cllrs Alan andAnn Benne for all their work in organising the annual parish assembly, also to the WI and the clerk for seing up and supplying the food for the buffet. Hollingbourne Corner Concernwas expressed that many drivers ignore the white lines at the Hollingbourne Corner roundabout. Kent Highway Services would be asked for comments. Lorry fire There had been a lorry fire underneath the bridge near the junction for the services. The cones had been removed in this area and metal barrierswere going to be erected instead. The parish councillors queried the wisdom of this as the hard shoulder should be available for parking as a safety precaution. Crime Cllr John Cobbe asked for an update on the crimewhich took place in his garden when an iPodwith a namewas left following criminal damage to the property. PCSO Dave Rowley reported that the case was still open. Off-road bikes The off-road bikes from the club along Hospital Lane had been disturbing local residents again. Cllr Alan Benne had contacted Maidstone Council’s enforcement officer, Alan Howell andwas awaiting a response. The PCSOs would also contactMrHowell. Draft Local Plan Four potential sites within Hollingbourne parish are mentioned on Maidstone Council’s draft Local Plan. They are Woodcut Farm Industrial Estate, Ashford Road;Wealden Homes site, being the 14 houses being build next to 103 Eyhorne Street); 10 proposed houses between Claygate and Godfrey House; housing to be built on land behind the Windmill public house.
Bats Itwas reported that there could be a very rare bat colony near the entrance to the village. The Bat Society had installed equipment to identify the
species.An acre of land had also been set aside for the protection of habitat for buerflies and moths, and several rare species had been spoed. MemorialAworking party for the restoration of thewarmemorialwas to be formed and various sources of funding would be sought.
Leeds
Elected Cllr John Govewas elected as chairman of the parish council with Cllr Bob China as vice-chairman. Public forumAresident spoke regarding the proposed route of the relief road. KCC Cllr Gary Cooke stated that the county councilwas currently considering this and it was likely that three routes would be proposedwhich would be put through a public consultation process. The options would probably be one to the east, one to thewest, and a combined route. Cowslips Cllr Cooke apologised to the parish council and its residents on behalf of KCC for cuing the cowslips in the village while theywere still in bloom. He stated that the contractors had been spoken to regarding this and instructions had been issued to prevent this from happening again. Highways Cllr Cooke reported that KCC was currently undertaking its annual find and fix bli on potholes throughout the county. Planning maers Itwas agreed that the parish council would object to applications regarding Bael Hall and Castle View, Burberry Lane, Leeds, as itwas concerned about the location of the car park near adjacent properties and the noise and light pollution from this. Itwas suggested that the car park should be relocated away from the properties. Concernswere raised regarding the continued use of the overflow car park by the castle as planning permission had not been granted for this. The clerkwas asked to raise this with Maidstone Council planning enforcement. It was agreed that the parish council should set up a meeting to establish a dialogue with the new chief executive of Leeds Castle. Tennis courts Itwas agreed to seek quotes for sweeping and tidying up the tennis courts at the playing
field.Aquote for painting the pavilionwas agreed. Ledian Farm Borough Cllr Gill Fort had held ameeting with Gallagher’s regarding the application for the opening of the entrance at Ledian
Farm.Afurther applicationwas to be submied for the entrance and the demolition of some units. Bollards Itwas agreed that the parish council would consider erecting two bollards at the end of Wykeham Grove to enable vehicles to turn safely into the Close. The parish council would liaisewith the KCC highways officer over this. Church car parkAnew lock would be bought to replace the onemissing from the overflow area in Church car park.
Lenham
Officers elected Cllr Richard Greenwood was elected as chairman and Cllr Jerrewas elected as vice-chairman.
Grass cuingsAresident asked that grass cuings be collected from the play area at Cherry Close. The clerkwas to ask to contractors for a quote. Rogue traders Themeeting heard that rogue traders had been offering to clear guering and do gardening in the area. Suspects should be reported on 101. Maintenance Quoteswere accepted for the repair and maintenance of the notice board (£400) and painting the side door at the lock- up (up to £250). Itwas agreed to request that the work be undertaken. Rabbits Themeeting heard it would be at least two days work to fill in the holes and carry out procedures to deal with the rabbit problem at the cemetery. Cllr Greenwood would organise a quote. Fingerposts Cllr Paul Scrivens had delivered leers to local businesses outlining the proposal of new fingerposts in The Square and offering the retailers the opportunity to buy signs. Cooler units Cllr Michael Cocke reported on the Co-op application concerning cooler units which had been approvedwith conditions to monitor the noise levels of the units. Traffic calming Cllr Scrivenswas tomeet with Cllr Jenny While and a representative of Kent Highway Services to discuss options such as entry gates approaching the village. Play facilities Cllr AlastairWalmsley suggested two phases to upgrading the facilities at Ham Lane and Cherry Close – a refurbishment of existing equipment costing about £7,000 and installation of new equipment at Ham Lane costing about £25,000. William Pi field The lock on the gate had been changed by the football club, but they had not provided a spare key for the parish office.Akey would be requested. Tourism Cllr John Nye had collected information promoting Lenham as a tourist destination. The advertising of the information onwebsites and in magazines would be the next step.
Ulcombe
Planning Regarding Hawthorn Farm, Pye Corner, itwas agreed to contact the planning officer to reiterate the council’s original comments and also to express concern in relation to the lack of pipedwater to this site, apparent irregular use of an electricity supply, and the unsuitable refuse collection point at the end of the trackwhich visibly impacts the surrounding area, in the LowWeald Special LandscapeArea,with up to 15 lier bins and stray lier. The council supported the ecological queries raised by the planning officer. Itwas also agreed to explore other actions.
