Police report PCSO John Boyd reported there had been flytipping on the Elmstone Road towhich the borough council had been called. Co-opted John Collinswas co-opted to fill the vacant seat on the parish council. Public session Dog messwas an increasing nuisance and the verge could not be cut because of it. Residentswere so fed up that photographs would be taken of the transgressors. The clerk would obtain details of a new dog mess/lier bin that had been installed at Headcorn and a notice would be placed in Malherbe Monthly.


Bredhurst


Officers elected Cllr Vanessa Joneswas elected as chair and Cllr Nicola Carrwas elected vice-chair. Police report PCSO MaAdlington said there had been three crimes in Bredhurst and some serious burglaries nearby, within Boxleyward.No more nuisance vehicles had been stopped but six bikeswere reported in Bredhurst Woods by awalker calling 101. Footpath resurfacing The landownerswere happy for work to take place on footpathKH49/50. The quote for KH49/A was seven months old and had gone up by £360 to £4,860 plus VAT. KH50was £1,395 plus VAT. Itwas agreed to proceed as planned. Public rights ofway would contribute £3,000,BWAG£250 and the BritishHorse Society £200. The landowner of KH49 would remove the fence and replace it closer to the road after the resurfacing work. Printer Itwas agreed to buy a refurbished KonicaMinolta C203 printer for council business and share the cost withBWAG. The printer would use separate account codes for the parish council andBWAGand personal printing. Two quotes had been received at £500 plus VAT and itwas agreed to accept the one for a newer machine. The machine has a five-year guarantee and includes all consumables, servicing etc.


Broomfield and Kingswood


Tall Trees Therewas a lengthy discussion regarding the disparity between the valuation of the land at the redundant Tall Trees play area and the offer from the tenants to purchase the land. Itwas mutually agreed to not pursue the sale and that the tenants would continue to lease the space. The clerk would backdate the rent invoices. Village maintenance The clerk reported on comments being received regarding the lack of maintenance of the planters and verges around the parish. Despite requests from various sources only one quote had been received for the grass cuing from Steven Waring who had quoted £425 plus VAT to cut and initial clearance, thereafter to cut and clear threeweekly for £120 plus VAT. Councillors requested that he be asked to do the initial cut and clearancewhile the other quotes are obtained. Bridleway improvement The clerk reported very positive feedback to the

extension/improvements to the bridleway. With the landowner’s consent it may be possible to limit vehicular access along the beginning of the bridleway. Village hall fair Councillors agreed to offer a donation to the village hall funds of £50 as therewere no councillors available to participate this year due to other commitments. Deputy clerk Following the resignation of the deputy clerk, councillors recommended that the position of assistant clerk be advertised at the earliest opportunity.


Detling


Fly-tipping Itwas reported that there had been a spate of fly-tipping furniture in the parish. Maidstone Council and the police were said to be aware of this andwere taking action to have it cleared. Footpath The path to the rear of Orchard Viewwas said to be all clear. PotholesAlarge potholewas reported along PilgrimsWay outside the cricket ground. The clerk had reported this to Kent Highway Services. Air quality The clerk said shewas in contact with Maidstone Council about a meeting to discuss air quality monitoring in Detling. Vacancy No applications had been received for the parish council vacancy and itwas agreed that it should be advertised in the Detling News until the vacancywas filled. Dangerous parkingAgrey van had been reported parked dangerously at the top of Hockers Lane. The policewere said to be aware of the vehicle.Aresident asked if the village could have parking restrictions. The chairman said consultationwas taking place over the access only signs,which could alleviate the parking problems. Defibrillator Cllr Janice Kennardwas waiting for a quotation for the paint for the BT box and asked for authorisation to buy this. Thiswas approved. Training dates had been booked andwhen this had taken place, the installation would be progressed. WhitehorseWoods The chairman reported that further detailswere awaited from KCC regarding their options for the future of The Larches andWhitehorse Woods. Playing fields Members considered a request from Bluebells to use the Old School playing field for a fundraising event and this was approved. Itwas noted that the grass needed cuing and the clerkwas to follow this up with StevenWaring. Warmemorial Itwas noted that the hedges next to thewarmemorialwere overgrown and in need of cuing back. The clerkwas asked to report this. Monks Meadow John Monk reported on the maintenance work undertaken at the meadow. Hewas thanked for his work. Christmas lunch Cllr Irene Bowiewas progressing the parish Christmas lunch and was due to meet with the WI.


Downswood


Officers elected Cllr Roz Cheesmanwas elected as chairman and Cllr Bill Greenhead was elected as vice-chairman. Police report PCSO Timon Gurr had looked into the law regarding vehicles being put up for sale and parked in the lay-by on Willington Street. He said that any vehicles parked on the road should have tax and insurance. Potholes Cllr Gary Cooke said therewas to


be a bli on potholes. Play area Play equipmentwas to be installed at Foxden Drive before the summer holiday. Spires Medical Centre The chairman thanked those involvedwith delivery and collection of the surveys and CllrWeeks for collating the results. Concernswere expressed about howDr Singh could remain impartialwhen the CCG took over from NHS England, as he is the primary care lead on the NHSWest Kent CCG governing body and there would be a conflict of interests. Play areas Maidstone Council said itwas unable to provide a copy of inspection reports. The open spaces commiee said the bark put down under the tractor had disappeared and more would be put down. Olympicnic Cllr Simon Robertswas organising medals and would be inviting local sporting groups to aend. Cllr Martin Weekswas ordering new gazebos butwas concerned about lack of storage. Hewas to ask if parish council equipment could be stored in a shed in the grounds of the community centre. Garden competition Itwas agreed to buy vouchers from Rumwood Nurseries to the values of £50, £25 and £15. The suggested judge had agreed to participate. Fete Cllrs Cheesman and Butlerwere to agree prizes for games. Some bat boxeswere to be held back for display purposes.


Harrietsham


Communitywarden Fish had been stolen from a lake at the top ofGoddington Lane, with three visits by four men. Police had been informed and the owners had been advised that camerasmight be beneficial. Thewarden also reported that he had put together a new contact listwhich had been emailed to the clerk, about who to contact regarding scams. Police report There had been two crimes since the last meeting, one of theft and one of criminal damage. There had been 34 other incidents reported to the police, including bad driving and road accidents. PlayschemeAmember of playscheme staff said they hoped the scheme would run again this year and theywere willing to work around the issues,which included cleaning the BoothHall each day. There were concerns that the decision by the council had been left too late and staff had thought theywere going to be contacted. Cllr Stephen Morris said he had spoken to the staff member once during the preceding months.He offered to oversee the scheme on behalf of the parish council if required. There would be no grant from Maidstone Council as the deadline had passed. Cllr Morris suggested a budget of £3,000was set aside but thiswas not seconded. Cllr Gary Trussler proposed that the scheme be cancelled for this year and thiswas seconded, with three in favour, one against and one abstention. Itwas suggested to staff that if they wished to run the scheme this summer, a grant could be given. Co-option Cllr Trussler asked for nominations. Cllr Tom Sams proposed that Mr Stanley be co-opted on to the parish council. Thiswas seconded by Cllr Mike Williams and agreed by all councillors. Environmental issues Cllr Trussler asked whether the commieewas any closer to employing an amenities manager. Cllr Allardyce said he had been trying to work out how many hours the manager would
