An increase in fly-tippingwas reported and parishioner Peter McLoughlin reported the theft of food from his food recycling bin. Annual meeting Itwas noted that Mary Underdown had agreed to provide and serve the refreshments. Speakers would be asked to stand at the side or front so that they could be heard by all. The annual reportwas noted. Play area Cllr StevenWaring said that the surface sample provided would be softer in situ. He arranged for members to visit Park Way School to see the product. Pavilion Members considered the quote from BG Electrical contractors for electrical work at the pavilion and agreed to the cost of £297 plus VAT. Christmas lights Cllr Val Underdown had three unused boxes of Christmas lights whichwere donated to the amenities commiee. Itwas suggested that theywere checked to make sure theywere in working order before Christmas. Lilypie Lesley from Lilypie told members they had been served notice to leave the site and proposed to use the village green as a temporary pop-up café serving meals and coffees, alongside the re-opening of the Shop on the Green until they move to their new premises in Boughton Monchelsea in the summer. They would use a small catering pod. Memberswere concerned about parking, especially if Lilypie Café was still open. Therewas also concern about potential damage to the green. The clerkwas asked to investigate any regulations. Lesley’s second proposalwas one-off events, which seemed a more feasible idea, but therewere still concerns over parking. Chairman’s report The defibrillator had been delivered and itwas brought to the meeting for inspection prior to being installed at Lilypie. Individual reports Lyndon Davis had taken the subtle growth off around the playing field. The clerk had received an email thanking CllrWaring for mowing the churchyard. Dog mess CllrWaring had sourced some dogwaste bags on a roll but had been unable to find a suitable dispenser. He would keep looking. The clerk had asked Maidstone Council for DogWatch signs at the playing field. Football CllrWaring said the footballwas running alright and an extra team from Coxheath had played five matches, providing extra income following the lack of matches played by Three Suons. Traffic Cllr Underdown said SpeedWatch had been cancelled on several occasions due to badweather. Itwas noted that there had been a serious accident on the Chart Corner/Warmlake Road junction and the clerkwas to request that the lines on the exit from Chart Cornerwere repainted. AllCars Itwas noted that the planning application had been refused by Maidstone Council and members agreed the best option, should the council wish to buy the land, would be to contact the owner directly, rather than registering it as a village asset or obtaining a compulsory

Coxheath

Local plan The parish council has responded in detail to the public consultation on the Maidstone Local Plan and had indicated that it would make direct representations to the planning inspector when the planwas submied for independent examination. Primary school The parish council had agreed in principle to give financial support to Coxheath Primary School in respect of equipment for the development of a refurbished outside work and recreation area.


Pre-school The council would give a grant of £1,500 to the pre-school to assist with ongoing expenses in the summer term. Football club The clerkwas to meet with representatives of Coxheath and Farleigh Junior Football Club to discuss their arrangements for their prospective use of the Beacon Field football pitch in 2016/17. Pedestrian crossings Kent Highways Services would be asked to refresh the markings on both crossings in the village centre. Play area All outstanding repairs had been completed to equipment in the Coxheath Village Hall play area. Accounts The parish council accounts for 2015/16 would be subject to internal audit with a view to their formal presentation and approval at the next parish council meeting.


East Farleigh


PCSO’s report PCSO Mahew Judgeswas unable to aend but reported four crimes for March: theft of horse riding tack from Dean Street, aempted burglary other than dwelling in Lower Road, and two burglaries of garden equipment in Dean Street. Car parkA councillor had found someone who would be prepared, for a small fee, to open and close the car park gates every day. Council agreed in principle to add him to the payroll and would negotiate with him around a figure of £20 aweek and ask him to monitor his hours. Bridge working partyA meeting had been set up with Helen Grant MP and representatives from Network Rail and Kent Highway Services to discuss whether traffic lightswere a feasibleway of controlling the flow of traffic at the bridge and level crossing. Representatives from Council would aend. History booklet Itwas reported that the history pamphlet had now been proofread and edited and that a meeting with the designerwas planned soon, so itwas progressingwell. Council agreed that an additional section on the present daywas not necessary, as it would immediately date the booklet. Speedwatch There had been a session on March 24 from noon to 1.30pm. It had been planned for the evening, but theweather forecastwas bad so itwas moved forward.


Thiswas probably why only seven vehicles were recorded as speeding. Anotherwas planned on April 10 in the morning.


East Suon


Lighting The light outside 6 Court Broomes was not working and had been reported. Play area The surfacewas very thin and therewere holes in the Tarmac. The trees had been checked. Police report There had been a theft from a vehicle Annual meeting The annual parish meeting will be held on May 25. Planning Regarding a part retrospective application for the erection of polytunnels, drainage works and landscaping, the Maidstone Council officer had recommended this for approval but a councillor had called it in to a planning meeting. The parish council had recommended approval but did not wish it to go to commiee so would not be aending.


Headcorn


Crime report The total of incidents had increased, with 17 since the last report. These included an aempt to steal a trailer, cars scratched in Oak Lane, an assault (pushing) in Kings Road outside the school and several shoplifting incidents from Sainsbury’s. Four road accidentswere also reported plus poaching from Great Tong Farm. The PCSO said three youths had been causing disruption on the railway line. Lier Cllr Dungey noted the lier-picking work carried out by the group from the traveller selement in Lenham Road.A leer of thanks would be sent. Positive comments had been noted from the community after informationwas posted on Facebook. Play areaA residentwas keen to help with revamping the play area on Days Green. This would be discussed further at the next open spaces meeting. Finance Banking detailswere not available due to the satellite being down at the mobile bank. Communications group The group had met and had two very able volunteers trying to sort out a newwebsite at very lile expense.


Langley


Annual meeting Parish Council chairman Cheryl Taylor Maggio gave a report at the annual parish meeting on the council’s progress throughout the year. She outlined the council’s to-do list for next year which included refurbishment of the climbing frame in the play area, repainting street lighting columns and flower and tree planting on the Leeds Road and Horseshoe Lane aswell as addressing the lier issue. Langley FC Glenn Allan reported that the men’s team continued to dowell and thanked the parish council for its recent donation of £5,000 to the changing room extension at the village hall. Consideration was being given to running a youth team but trained volunteers would be needed to come forward. Open forum Residents talked in detail about housing development, the planning process and the need to protect the village environment.A resident expressed concern
