Estate management Itwas agreed to pursue a request for a meeting with the Kings Hill Residential Estate Management Company (KHREMC) residential directors to discuss a closer working relationship with the parish council and the residents’ group. The Kings Hill Residents Group confirmed it wanted to work closer with the residential directors of KHREMC and the parish council agreed to support this. Sports park Itwas agreed to site a modular building at the sports park and to contact Liberty Property Trust regarding this proposal.A planning application would be submied when required.A request to apply for permission to extend the operating hours for the sports park bar was approved.
Mereworth
Public questions Members of the public were concerned at the dangers of speeding traffic on Seven Mile Lane and requested that the 50mph speed limit be reduced.A report from residents on Seven Mile Lane and the parking outside the schoolwas also distributed. KCC Cllr Mahew Balfour felt that people drove too fast on this straight road and hewas aware of the particular problem of a British Gas vehicle being driven around the wrong side of the traffic island. He felt it was impossible to legislate against stupidity. The bendwas a point where drivers regularly came off the road and there had been a recent fatality. Cllr Balfour had asked KCC officers to placewarning flashing indicator signs at the bend.Without engineering intervention (ie traffic calming), drivers would not stick to the speed limit and this would not be viable or affordable. Cllr Balfour said that the Mereworth/West Peckham crossroads had always been problematic. Double yellow lineswere ignored. Tonbridge and Malling Council had been asked to increase enforcement. Itwas agreed that the clerk would write to the Kent and Medway Safety Camera Partnership to request cameras on Seven Mile Lane. School parking PCSO Toni Mahews said that the school had worked hard on this issue but there was noway to combat stupidity. Therewas plenty of parking in The Street and she felt that no one should be taking a child across Seven Mile Lane. Therewere no resources for more speed checks and parking at schools, and no safe place for a police officer to stand. Itwas suggested that the offer of the pavilion car park was repeated to the new headteacher for awalking bus to be organised. Cllr Balfour suggested that the school organises the children to patrol parking to embarrass parents whowere parking inconsiderately. The PCSO explained that the children had done so in the past and it had resulted in the caretaker being assaulted by a driver. It was agreed that the clerk asks Kent Highway Services again if the parish council could install wooden posts on the grass verge at the junction of The Street with Seven Mile Lane to prevent cars being parked there and causing danger. Mirrors Cllr Katherine Eykelenboom asked if convex mirrors could be installed on Willowents at the dogleg turn near Highlands House as there were two 90-
degree blind bends in the roads. She felt that this road would become busier with the new buildings. The clerk would ask for permission from landowners. Recreation area The agreed works to the cherry tree and boundary hedge had been completed. Cuings would be chipped and used for the border at the village hall. Mereworth fete The fete would take place on Saturday, June 18. The first fete commiee meeting had been held but there had been no response to the request for volunteers to help with the event. Graham Mahews had agreed to be treasurer. HistoryA resident had suggested that historical information and photographs be framed and displayed in the new village hall. This would be discussed. Queen’s birthday The Queen’s birthday would be the theme for the fete, to include a quiz, celebratory crowns for anyone aending whowas also 90 years old this year, and crowns as prizes for best fancy dress/hat competition for children. The clerk would order 10 crowns.
Oam
Bus service Therewas a new Saturday service forOamrun by Connect-buses. The timetable for route 470, from Maidstone to Bluewater, was available at
www.conncect-buses.co.uk and on the parish councilwebsite. Fire hydrants Parish councillorswere undertaking inspections of the fire hydrants in the village. Anyone who notices a problem with a hydrant should notify the fire brigade or village clerk. SpeedWatch Volunteers had completed their first training session and locations for the equipment had been approved. Anyone wishing to get involvedwas asked to contact the clerk for more information. Annual meeting The annual parish meeting was set for Tuesday, April 26 in the village hall. The history of the village, farming and parish council work would be discussed. The community awards would also be presented. Community award Former Cllr Paul Nelson had already been presented with a community award for his contribution to the village through his involvement with the parish council, the tennis club, the OamSociety and as a resident. Donations The parish council agreed donations to several local organisations.
Ryarsh
Bus shelter The parish council requested a bus shelter on London Road opposite the Roughes junction, but thiswas refused by Tonbridge and Malling Council. Defibrillator Councillors agreed that the best location for the defibrillator, which had been donated by the British Heart Foundation,was in the porch of the village hall. Councillorswere looking at ideas for using the phone box on Chapel Street which they had bought from BT. Planning application The councilwas concerned about applications to extend and build properties in the village centre, whichwas already a congested area.
Troiscliffe
Police maers PCSO Callum Boyd had been promoted to police constable and
PCSO Ross McMillan would continue to cover the area. Golf equipment had been taken from a shed in East Street. Members were concerned to hear about thefts from outbuildings, sheds and garages. Dog bin Following a request to re-site the dogwaste bin in Pinefields Lane, members considered alternative locations. Tonbridge and Malling Council would be asked for it to be sited near allotments in Green Lane. Diamond jubilee Cllr Jenny Dickson would represent the parish council on the commiee organising the Troiscliffe School diamond jubilee celebrations. The school could use the recreation ground for the summer fete on July 2. Transparency fund The clerk had been successful with an application for Government funding for a laptop, printer and software. Public session Four members of the public spoke against a planning application for an equestrian paddock, stable block, farm shop and rest room/office at Darrens Meadow Farm, Green Lane, Troiscliffe. The parish council objected on potential traffic increase, visual impact and the need for a farm shop in the area, given the proximity of Spadeworks. Parking After a local complaint, the clerk would ask the school to remind parents to be respectful when parking in School Lane and not block the pavements. If the problem persisted, the clerk would ask the PCSO to aend as pedestrianswere being forced to use the road. Mobile library Although disappointed, members would not object to KCC’s plan to stop the mobile library in Troiscliffe. Queen’s birthday The parish council would light a beacon in the national tribute to the Queen’s 90th birthday on April 21. Sign An unauthorised sign on the millennium map noticeboard at the church entrance to Court Lodge needed removal.
Wateringbury
Aladdin The chairman thanked the Wateringbury Players for their enjoyable production of Aladdin. Donations would be made to the village church and to Crossroads Care. Crime report Therewas an aempted house break-in and four incidents of anti- social behaviour.A controlled explosion was carried out on a WorldWar Two grenade in a garden shed. Defibrillator This would soon be fied to an external wall of the village hall. Signpost The chairman thanked KCC Cllr Mahew Balfour for funding the refurbishment of the village signpost at the crossroads and the war memorial. Playing fields Councillors voted to repair play equipment, replace the existing play area surface with wetpour and provide a strengthened surface for part of the additional car parking area at Drayhorse Meadow. The play equipment area would need to be closed during works. SpeedWatch Charles Stroud felt the Speed Watch teamswere having an effect on the speed of traffic in the village. More volunteers would mean that teams could carry out more speed monitoring sessions. Borough report Borough Cllr Simon Jessel reported that Abbeyfield was looking at a smaller scale development for the Greensted home site at The Orpines.
