The worst areaswere along the viaduct and by Loose Primary School. Information on seing up SpeedWatch would be obtained. HGVsAcomplaint had been received regarding the number of HGVs using the Beggars Roost site. The road had been left very muddy and damage to the sideswas evident. This had been reported to the borough planning department. Community warden Liz Lova had visited the site and spoken to the developer.Asweeper lorry had been ordered urgently. The PCSO would investigate parking thatwas blocking the access and creating a risk.


Marden


Police report There had been one crime since the last meeting – the theft of heating oil. Police had received reports of young people with catapults and the youths and parents had been spoken to. There had also been reports of quad bikes on the field. PCSO Nicola Morris had been liaising with British Transport Police as youths had been seen running along the station platforms and banging on windows of moving trains. They had also been on tracks and the shelter had been damaged. PCSO Morris was viewing CCTV footage to find them. Memorial Hall The tiling had been completed on the roof and the finishing toucheswere being made to the guering. The flat roof over the kitchen remained to be done and a snagging meeting would be arranged once all work had been completed. Napoleon Drive The legal documents for the transfer had been incorporated into the draft document and recirculated. CCTV On confirmation that the order had been cancelled, a new order would be submied with a different company. Footpath diversion Cllr Richard Adam summarised that KM275was the path that connects Howland Road to Park Road. Following reponses from Marden Parish Council, Marden footpath andwalking groups and Maidstone Ramblers saying the footpath should remain, KCCwas now looking to divert it a lile further south. Councillors agreed thiswas acceptable. Paenden Lane flooding This subject had been brought up at the surfacewater management plan group. The gulley was said to be cleared regularly but a pipe on Network Rail land got blocked andwater backed up. Responsibilitywas with KCC and Network Rail, not SouthernWater. Clapper Farm There had been a couple of issues with horse riders but these had been reported to police and Kent Highway Services and had been dealt with. Finger postsA neighbour of Cllr Turner was interested in the refurbishment work. Public transport After a request for more carriages on the 16.21 train from Tonbridge, Richard Dean of SouthEastern Railway had confirmed that seven coaches would form this service. Potholes had been repaired at Station Approach. Solar farm Some parisioners had received a leer from MP Helen Grant about Widehurst Solar Farm. The clerkwas asked


to send Ms Grant a copy of the parish council’s response and to ask that she contacts the parish council when writing on any issues relevant to Marden.


Nelestead


Resigned Itwas noted that Cllr Rodd Nelson-Gracie had formally resigned. NeighbourhoodWatchA dead horse had been left in Gibbs Hill. Police report A vehicle had been stolen from Bishops Close and a trailer had been taken from Gibbs Hill. There had been a burglary at a dwelling in Maidstone Road. Village hall The village hall commiee was applying for a grant for repairs. Part of the applicationwas to ask the parish council for its support. This would be discussed under the budget for 2016/17. HighwaysA lier pickwas needed in Station Road. The clerkwas to ask the owner of the Old School House regarding when the hedge would be cut.


Staplehurst


Neighbourhood plan Maidstone Council had advised that the requested examiner would be available at the end of January to undertake the examination of the regulation 16 neighbourhood plan and related consultation documents. Councillors agreed that this would be an acceptable timescale but they would not wish to see delay beyond this time. Traffic flow Councillors agreed to ask Kent Highway Services to undertake a survey of traffic at Hawkenbury Bridge. Cllr Peter Spearink said there had been recent accidents and that traffic would increase with new housing developments. Carnival and fete The commieewas thanked for the jazz concert. Public forumA resident spoke about the importance of opposing the proposed closure of the Dorothy Lucy Care Home.


Suon Valence


Co-option Edward Robinsonwas co-opted andwelcomed as a parish councillor. Car parkA decisionwas to be postponed and a meeting called with the parishioners. Two leers had been received from parents, one suggesting the car park be extended to facilitate parents’ parking. The footway was now completed. The barrier had been hit again andwas still unusable. PavilionA complaint had been received about the condition the pavilion had been left in following Sunday’s matches. The clerkwas to tell the two teams involved that if the situation did not improve the renewal of their contract next season would be reviewed. TennisA quote had been obtained from a fencing company to repair the tennis-court fencing for £490. The repair would be organised and the tennis commiee would be informed that the cost would come from the money ring-fenced for tennis.


West Farleigh


Playground The council spent £1,200 on the play area flooring after an inspection recommended it. The tileswere replaced with soft bark. Itwas widely felt that the roundaboutwas not fit for purpose and it


was proposed to contact the manufacturer. Village hall fund The clerk had heard from NatWest that the bank account could be closed due to inactivity. The trustees, who are all councillors, would look for a beer return and would be interested to hear ideas for using the money in the account (about £14,000). There had been initial discussions with the sports club about the possibility of an extension of the club’s new facilities on Charlton Lane. Extra space would give provision for an element of community use, perhaps by the parish council. The funds would not stretch far into financing such a project. Bridges Traffic problems seemed to be worse than ever. Vehicle ownerswere reportedly confronting each other. Road salt This had been delivered, although a bus route, Charlton Lane,was not on the KCC’s griing schedule. The clerk would take this up. Home plan Therewas consternation about the approval by Maidstone Council of a home in the orchard to the south of Ewell Lane. Itwas thought some planning loophole might have been exploited. Memorial tree The tree on the greenwas to be replaced with an acer, while an oak would be planted to replace the present, increasingly decrepit tree. Defibrillator The council agreed to provide a sign of instructions for the defibrillator outside the Good Intent. The sessions on its usewere praised by aendees. Coffee morning The sponsored event at the Good Intent had gonewell with a high aendance. Homemade cakes had been enjoyed and the funds raised would be ploughed back into other events.


Yalding


Village green Aspen had been asked to carry out the work on the plane and beech tree. Work to other trees had been divided between Community Payback and contractors. High Street Regarding the replanting of the tree, a malus toringo Scarle had been selected. It would only grow to about 12ft so should not impact on the coages. Syngenta The chairman had wrien to St Modwen to complain about the untidy state of the former Syngenta site, the fencing and the playing field. It had concurred and the parish councilwas awaiting proposed improvements. Clock An application had been lodged with Maidstone Council for work on the trees obscuring the Yalding church clock. TrainingA training policy is required by all parish councils seeking accreditation to quality status.A policywas approved by councillors for adoption. Neighbourhood plan Itwas agreed to prepare a plan and to appoint Richard Eastham of Feria-Urbanism after an initial meeting to discuss its recommendations. This would involve everyone in the parish who wished to contribute. The cost of the first stage of the plan would be about £12,500, which would be spread over two financial years. Dates for 2016 Annual parish meeting, May 17; parish picnic, September 11; parish clean-up, October 16; Christmas lights up, November 20. Footpath The path behind Yalding Village Hallwas very overgrown and the clerk would report this to Golding Homes.
