Crime report PCSO Ed Money reported there had been two crimes in the last month – criminal damage in Cobfields and in MercerWay. The theft of a wheelie bin was also reported. Chairman Cllr Peter Forknall was having problems with people with dogswalking across his fields at night and leaving gates open, allowing cows to escape. Cllr Underdown asked about the damaged phone box/broken glass on the village green and PCSO Money said he would report this to BT. The stolen Land Rover that was abandoned in Green Lane had been sent for forensic analysis. PCSO Money urged owners of old Land Rover Defenders to be extra careful as thesewere a target for thieves. Therewas a dead horse found in Green Lane a couple ofweeks ago. CllrWaring reported that a car had crashed into a fence at Chart Place, Church Road and had been recovered by the police. Chart Hill Road KCC Cllr Eric Hotson had agreed to partially fund (£2,000) the traffic regulation orders for the new 30mph zone along Chart Hill Road and the yellow lines at the junction of Chart Hill Road, Chart Corner andWarmlake Road. The total cost of the orderswas £2,720 and members agreed to fund the £720 balance. Parish caretaker Suon Valence and Boughton Monchelsea parish councils would be contacted to see if they had any interest in undertaking the parish caretaker scheme as a joint venture. PloughWents Road HVMS Power Engineering (on behalf of EDF Energy) intended to install a small substation in Cllr Forknall’s field, along PloughWents Road, aswell as a concrete plinth and cable, meaning that the road would be closed from New House Farm to St Ives for 15 days from February 22. The clerkwas asked to write to Kent Highway Services to see why this had been scheduled after the road had been resurfaced, bearing in mind it was originally mooted by EDF in 2008. Textile bank The collection companywas reducing the price of textiles from the bank at the village hall from £300 to £200 a tonne. Parish computer The parish computer had recently developed a problem accessing the internet and TimWaring had kindly given up a couple of hours of his time to fix it. Members agreed they should compensate him for his time. Lilypie Cafe Members noted that the clerk had been chasing payment for an outstanding invoice fromAugust 2015 for £20 in respect of delivering pamphlets with the village newsleer, to no avail. Lilypie Cafewas now under new ownership. The council agreed to write off the debt of £20. Budget Itwas agreed to set the precept at £20,500 for 2016/17, resulting in no rise.
Coxheath
Neighbourhood planA revised version of the neighbourhood planwas agreed. The document would be passed to Maidstone Council for a regulation 16 consultation before independent examination and then public referendum. Heathfield Regular meetings would be held with Countryside Properties to ensure that issues arising from the development of the Heathfield site at the eastern approach to Coxheathwere actioned. Budget The annual precept would be

£64,050, resulting in an increase of £2.20 per band D property per annum. Carousel The parish councilwas to replace the carousel in the village hall children’s play area. Beacon Field Quotes had been accepted for the installation of pathways through the nature area in the Beacon Field, to make access easier for pedestrians, including those pushing prams and buggies. Planting Quoteswere accepted for the planting and maintenance of next year’s ground planters and hanging baskets as well as grass-cuing of the village green and the village hall playing field.
East Farleigh
Budget Therewas some discussion about funding for speed reduction measures, whether buildouts or cameras. Itwas agreed that £6,000, needed as a loan for this purpose, would be added to the budget as highway improvements. Crime report There had been a non- dwelling burglary in Forge Lane, criminal damage (scratched car) in Kele Lane, an aempted burglary (non-dwelling) in Kele Lane, theft of a motor vehicle (later recovered) in Gallants Lane and a burglary other than dwelling in Stocke Lane. Village car park The council had received no response or payment from TripleM to its second invoice, so agreed to pursue the maer as a small claim. Maintenance The council agreed to offer the contract to Pearsons Landscapes again as it fulfilled the necessary criteria andwas the most competitive. Maidstone Signs had surveyed the five village signs and reported back. The one at The Bridge had been declared unsafe, as the postwas roing from the base and so Maidstone Signs had removed it. Itwas agreed to get a quote for cleaning and replacing the damaged sign and for cleaning another. Play areas The annual inspection report on the two play areas had shown some non- critical faults. The company would be asked to quote for fixing these. SpeedWatch During the course of the last rota, 291 vehicles had been added, 22 leers had been sent for second detection and one for a third offence. Eighty-one people had been noted driving at speeds 50% or more above the limit. East Farleigh booklet The production of a small book on East Farleigh was progressingwell. Fly a flag A potential site had been identified for the flagpole and the clerk had received a quote for its installation. The open spaces commiee would discuss this. Neighbourhood plan The plan had been submied as agreed but the next steps had been delayed by Maidstone Council. Itwas agreed to send a formal leer to its chief executive, Alison Broom. Clerk Itwas agreed to appoint the clerk as responsible finance officer. Budget Ideas for inclusion in the 2016/17 budget included flood defences, the lighting replacement programme and contingency fund for legal advice. Vehicle restriction signs The council agreed to support Boughton Malherbe in the project and would fund four signs for Headcorn to be placed at Kings Road (A274 junction); Forge Lane junction with Lenham Road; Oak Lane junction with Wheeler Street and Forge Lane junction with High Street. Defibrillators The parish council agreed in principle with the idea of a defibrillator for Headcorn and three councillors would meet with a parishioner to take it forward.
Hunton
Pavilion Work on the new cricket pavilion had continued and all that remainedwas some final internal fiing and decoration and the provision of decking at the front.A formal grand opening would take place at the start of the 2016 season. Plants The parish council had purchased 100 saplings to fill the gaps in the hedge on the road side of the playing field and these would be planted by the community orchard working group in January. RepairsA number of minor repairs had been carried out to the play equipment on the King George V field and workwas ongoing to ensure the safety of users. Moleswere again becoming a problem on the field and therewas also an increase in rabbits in the area. The playing field commiee would address these issues. The broken gateway between the field and the car parkwas to be repaired. SpeedWatch Three leers had been sent to drivers who had been recorded at speeds of more than 45mph outside the school. FloodingA second newsleer dealing with floodingwas scheduled from the Environment Agency. The parish council would study this carefully and continue to lobby the agency to ensure any work proposed for alleviating flooding issues in Yalding also benefited Hunton.

Neighbourhood planAstrapline had been agreed – “Loose…a Place Apart”. North Loose Itwas noted that the Spar shop had planning permission for a being shop, a Domino’s pizza franchise and another takeaway. The Loose neighbourhood plan steering group supported the North Loose neighbourhood plan. Local plan consultationAmember of the public spoke regarding the inclusion of a proposed development of 75 houses on land south of Leonard GouldWay and to the rear of houses on Pickering Street. Itwas located in the local landscape value area, so the scheme contravened policy guidelines. The
