Tall Trees Norman Coles had forwarded his report on the valuation of the leased area of Tall Trees. He recommended that valuation for each piece of landwas £10,000 and offered to negotiate with tenants on behalf of the parish council. Councillors agreed that the clerk would put the valuation to the tenants and offer the services of Coles estate agents as negotiator. Police report PCSO Thomas Maybank had been to the school to monitor parking during peak times and had requested uniformed officers to aend to advise parents of their poor parking etiquee.A group of youths at the sports field had been smoking cannabis and this had been reported to their parents. Ward councillor The clerk had emailed borough Cllr Gill Fort to request that she pursue the determination of the outstanding planning application for Oaklands and also the tree preservation order for the footpath to the sports field. Neighbourhood plan Itwas hoped that it could be possible to hold a public referendum in January/February 2016. Sports field The play equipment was in place. The Levercrest areawas dismantled but still needed some holes backfilled. The fencingwas almost complete but required three additional posts, which John Baker would collect from Jacksons and install. Peter Pease Close An application had been received by Orbit for the purchase of a one- bedroom property. However, the applicants did not have the required local connection but lived in Bearsted. Orbit requested that councillors consider allowing this to be purchased outside the S106 agreement as it had been empty for some time. Councillors felt that insufficient time had passed since the property had become available. They asked the clerk to ascertain what publicity had been used to advertise the vacancy locally and to offer Orbit the advertising facility of the parish newsleer. Local plan The clerkwas asked to write to Maidstone Council in response to the public consultation, raising a number of points and expressing concern regarding the lack of communication and expressing a lack of confidence in the local plan.


Chart Suon


Speed limit Itwas agreed to go ahead with the traffic regulation orders for the new 30mph speed limit along Chart Hill Road and the insertion of yellow lines at the junction of Chart Hill,Warmlake Road, Amber Lane and Chart Corner at a combined cost of £2,720. Playground The new roundabout seat had been purchased at a cost of £102.60. Two new trapeze rings had been bought and Hop Engineering would be carrying out the repairs to the multi-play unit at a cost of about £150. Chairman’s report The chairman had cut the hedges along the playing field. He asked the clerk to report the runningwater at the boom of the hill along Chart Hill Road. Parking Cllr Underdown had aended the East of Maidstone Bus meeting. There had been a complaint about people parking in bus stops. Members noted that people

parking in the bus stop at Chart Suon were usually only there for a short time to post a leer or pop into the shop.


Coxheath


Neighbourhood plan The parish council had agreed a programme of actions to take the plan forward to independent examina- tion, including the justification and regis- tration of asses of community value. Speed cameras The council would explore the use of police speed cameras to supple- ment the efforts of the volunteer Speed Watch team which had made progress in identifying speeding vehicles in Heath Road and Stockett Lane. Dog binsA plan to place more dogwaste bins in the village would be considered or increasing the frequency of emptying exist- ing bins. Bus shelter The need for repairs to the roof of the bus shelter would be assessed. Play areas Maidstone Council had been re- minded once again of the need to organise the handover of redundant play areas in Whitebeam Drive and Fairhurst Drive. ParkingA number of cases of inconsider- ate parking had been reported to the parish council. Where appropriate, these would be reported to the parking services man- ager at Maidstone Council or the commu- nity warden for further action. Village hall grant The council had agreed to pay an annual grant of £6,050 to the vil- lage hall management committee for con- tinuing improvements.


East Farleigh


Crime report PCSO Matthew Judges re- ported two crimes: criminal damage to a car in Workhouse Lane and the theft of a water tank in Dean Street. Remembrance service The parish council was delighted to be working with Peter Callway again on the remembrance service. Car park The clerkwas to send TripleM in- voices for the cost of the aggregate and for the work of spreading it, less Vat. Bridge working party The issue of the fea- sibility of traffic lights to control traffic at the bridge/level crossing had still not been resolved, so a councillor agreed to call Paul Coleman at Network Rail and, if necessary, would go above him to get a response. Village maintenance The council had re- ceived one expression of interest following the advert about the maintenance contract. Itwas agreed to approach five companies for quotes.A member agreed to put to- gether a tender document with the clerk.A quote had been received from Maidstone Signs for £440 plus Vat to inspect and clean the five village signs and report back on any further work required. Itwas agreed to proceed with this. Recreation areas Therewas no news about the possibility of Maidstone Council taking over the Gallants Lane play area. The clerk was to arrange a meeting to discuss the matter. Work on the renovation of the con- tainer on the recreation fieldwas unlikely to begin before the spring. Two councillors agreed to oil the picnic benches at the Vic- arage Lane play area. The goal posts on the recreation field had been re-sited andwere no longer unsteady. SpeedWatch The September session had been cancelled as therewere not enough volunteers to carry it out safely.


Headcorn


Foremans car park The management of the car park had been taken over by UKPC for one year.A volunteer would be looking at this on behalf of the parish council. Shenley Corner Developer Clarendon Homeswas looking into issues at the cross- roads and there would be a meeting to dis- cuss this and other issues. NatWest closure Following the closure of the High Street branch, NatWest would be providing a mobile bank for one hour a week on Tuesdays. Itwas agreed with the parish council that the van could be sited on land next to Parsonage Meadow. Speed limit KCC’s notice of reduction in speed limit for Mill Bank had been re- ceived. The clerk would write to confirm support for this but would note that it was a pity that the limit did not go beyond the entrance to Barradales. Christmas in Headcorn The Headcorn In- dependent Traders Association would be hosting a Christmas Victorian Evening on November 27 in support of Demelza chil- dren’s hospice, Cancer Research and Help for Heroes. The clerkwas working to sup- port the activities on behalf of the parish council. There would be an official switch- on of the Christmas lights to coincide with the evening. Disabled access The matter of disabled ac- cess to the parish office needed to be re- solved. Itwas agreed to spend up to £200 on a bell and suitable sign that would allow the individual to contact the clerk. SpeedWatch Therewere new sites for Lenham Road and two new members had been trained. Solar farm Itwas noted that the proposal for a solar farm at Great Tong Farmwas causing great distress among parishioners. The council confirmed support for Ul- combe Parish Council in contribution to the fees for a soil assessment as the land had been downgraded from 2 to 3. This would be reviewed when the costswere known.


Langley


New councillor Carole Wright was co- opted onto the parish council Police report PCSO Edward Money reported that monitoring of anti-social ac- tivity continued at the Crown and Horse- shoes public house. Operation Innovate would take place shortly in Langley with police resources being targeted throughout the village on one day. Borough councillor report Cllr Paulina Stockell hadwalked from Langley Lock to Leeds with the chairman of the parish council to view the area of local landscape value. Photographswere taken of the area to be submitted with the local plan regula- tion 18 consultation which will ask for Lan- gley to be considered for a landscape of local value designation. Goal posts These would be repaired. By changing the wood type, the cost would be cut by half to about £420. PlanningA letter from the owner of the land east of Green Lanewas discussed in relation to a revised proposal for the area. As the site had been refused in the past by Maidstone Council, the parish council felt it did notwant to enter into new discus- sions. ParkingA resident had raised concern about parking at the junction of Ulcombe
