Car removed The parish council offered its thanks to the PCSO for the removal of the car at the entrance of Greenway Court Road before the fete. HGVs Cllr Susan Bauer had checked with police and confirmed that itwas illegal to park or drive on kerbs. Unfortunately there was no alternative route forHGVs visiting nearby farms. Cllr Mike Bedwell said there was sometimes no option but to mount the kerb if an oncomingHGVcould not reverse. Kent Highway Services had put posts on pavements to prevent vehicles mounting kerbs. Aentionwas drawn to the narrow gap outside Cotuam’s Hall in Eyhorne Street where therewas no proper pavement. The clerkwas to write to the KHS and ask them to evaluate the area. Condolences The council offered its condolences to Rev Nigel Fry following the death of his wife Jan. School parking The situation regarding parking outside the school had become dangerous for children and motorists. Cars were parked on the verges, zig-zag lines, and near the railway bridge. Parents could park outside the Cardwell Pavilion if necessary. Cllr John Cobbe said the Lance Memorial Field could be opened up for parking on special occasions such as sports day. The clerkwas to contact the PCSO and the school calling for enforcement action. Phone linesAnumber of BT lines in the villagewere not working. However, BTwas denying responsibility and blaming the users’ phones.ABT Openreach contractor had said that the local exchangewas outdated and the lines inadequate. Cllr Cobbe said he had contactedMPHelen Whately about the broadband situation and she would be discussing the state of the Hollingbourne exchange with BT. The clerk was to write to BT. Crime report PCSO Thomas Maybank reported criminal damage in Eyhorne Street and Manor Lane and a nuisance vehicle in Greenway Court Road. Speeding The police would not be able to provide a long-term solution to this maer. Residents would need to apply to the council to place any signage or change speed restrictions. The police would only be able to enforce the speed limit through the use of constables and speed checking – thiswas not something the PCSO could do himself but he could carry out SpeedWatch checks with residents. After-school club The club had requested the use of the pavilion for Tuesday, Wednesday and Thursday afternoons only. Pavilion report The fire extinguishers had been tested but a programme of what needed to be tested had to be produced so that safety checkswere not missed. The clerk was to arrange for the emergency lights to be checked. Disabled facilitiesAt the fete a disabled person had not been able to use the toilets as they had steps. The pavilion did not have a toilet for the disabled and the shower room was in a dismal state. Cllr David Ardley suggested that more facilities could be incorporated on the Lance Memorial Field and a possible extension of the pavilion. Road resurfacing The work on Eyhornewas delayed untilAugust. Fete The PAsystem needed more planning for next year’s fete. The programme had been too congested with too many events. In future a half-hour slot for a display needed


to comprise of a 20-minute display and a 10- minute break. Therewere not enough chairs and tables and itwas not convenient to borrow them from other organisations. Considerationwas given to not supplying tables to stallholders in future. Cllr Alan Benne has said the food on the barbecue and hog roastwas too expensive, but itwas noted that thiswas where the parish council generated the income for the fete and the prices had not risen for several years. Cllr Cobbe said there had been complaints about the lack of a prize for the best stall and itwas resolved to reinstate this. Off-road motorcycles The clubwebsitewas quiet and itwas hoped this marked an end to the troubles. The council thanked Cllr Daphne Parvin and Cllr Benne for their efforts. Twinning The visitors from Templeuve had enjoyed the fete and Hollingbourne residents had been to theWitches and Street Music festival. The Hollingbourne players had won the golf tournament.Abowls and boules daywas planned at Lenham community centre with supper at the Dog and Bear on September 19. Pavilion gatesAsuspicious vehicle had been driven into the Cardwell Pavilion car park on two occasions. The gates would now be locked and the clerk would inform the regular hirers.


Leeds


High kerbsAresident asked KCC Cllr Gary Cooke if he had any news on the high kerbs outside Ashbank Coages. Cllr Cooke said it was not possible to put in high kerbs at that location and KCCwas considering chevrons as an alternative solution. Anti-skid surface Itwas reported that the surface on the corner near Ashbank Coages was breaking up. Cllr Cooke said he would liaise with Kent Highways about it. HGVsAresident expressed concern about lorries using the B2163 and suggested that a CCTV camera could be installed to identify overweight lorries. Cllr Gill Fort asked whether someone would have to go through the data on a monthly basis, as this would take man hours. Cllr Ian Bowles said the councilwas monitoringHGVs and the police had carried out spot checks on Penfold Hill. He added that as part of the LorryWatch scheme hewas in contact with the police, trading standards and the companies of a number ofHGVs that had used the village. Ten Bells development Therewas concern over the “inappropriate” name of Belgravia Place given to the development. The clerk was asked to write to the developers to ask them to change the name to something more in keeping with the parish. Highways Cllr John Gove said he and Cllr Fort had aended a meeting to discuss the bypass/relief road. He said there had been discussion regarding the possible funding for a spur road which might be dependent on development in the area. Cllr Cooke said the route had not yet been discussed and was likely to be a challenge. He said the road would be a KCC plan and would be part- funded by government and LEP funding. School donationAleer had been received from Leeds and Broomfield School asking for a contribution towards laptops. Cllr Cooke said he had visited the school and spoke in support of the leer. He confirmed that he would be puing £1,000 of his budget towards the project and hoped that


the council would match this. Itwas agreed to put this on the next agenda. Maintenance Cllr Rayne Beale spoke about the maintenance of the village and planting of the verges. She circulated plans for planting and said the total cost would be about £5,000. Cllr Cooke said he would liaise with KCC as to whether permissionwas needed for the planting. Itwas agreed to add the item to the next agenda to enable the council to review its budget, reserves and long-term projects. Car park Cllr Bob China said the height barrier for the church car parkwas due to be installed. He said therewas still a problem with rubbish collecting around the recycling bins and itwas agreed a notice would be put up about this. Street lighting Cllr China recommended that the parish council adopted a strategy to retain the lighting throughout Leeds and to replace the bulbs with LED lighting as and when they failed. He said that replacing all the lights with LED fiings would reduce the parish council’s energy tariff by 40%. It was agreed to adopt this strategy. Footpaths Cllr Fort said the footpathswere overgrown between Foley Hill and Forge Lane. The clerkwas to liaise with Rochester Bridge Trust about this problem.


Otham


Parish questionnaire Cllr Moonwas thanked for producing the questionnaire which would be delivered by councillors to all residents on the electoral role. New councillor Lynden Gandotrawas co- opted to fill the parish council vacancy. Police report Four crimes had been reported – criminal damage in Titchfield Road, and thefts in Otham Street, Titchfield Road and Stoneacre Lane. Street names Maidstone Council had advised the new street names whichwere based on suggestions from the parish council: ButlerWalk, CobnutAvenue, Lambert Drive, Ennis Close, Cannon Close, Webbs Close, Cosford Road, FilbertWay, Downton Court and Pearson Close. Football ground Maidstone Council has wrien to the owner of the ground, asking him to ensure that conditions are adhered to when matches are played. Ulcombe


Police report Two crimes had been reported and therewere no cases of anti-social behaviour. CommunitywardenWarden Dawn Riach- Brown said issues with dog-fouling had decreased. Fly-tipping had been reported in Pye Corner and Stickfast Lane. She said structural changes within the community warden system had taken place and recruitingwas underway. Picnic tableApicnic table had been ordered for the recreation ground and a new notice board for the bus stop.
