People did not seem to be parking on the pavement opposite Lilypie. The clerkwas asked to try to obtain police records of accidents on the relevant section of Chart Hill Road for the last 10 years. It was agreed that no further action would take place until the meeting with Cllr Eric Hotson and Kent Highway Services. Footpath Members would consider puing further funds towards the footpath from the village to the Memorial Field. Village clean-up The next clean-up would be on Saturday, March 28, meeting in the village hall at 10.30am. Mortuary hut Cllr ChrisWebb said the hut had collapsed into the road. The clerk had arranged for Kent Highway Services to clear away the debris but itwas unclear what had happened to the old post box.


Coxheath


Neighbourhood plan The parish council was being advised by an independent planning consultant with support from Locality to help bring the plan to independent examination and to public referendum. The councilwas to update the wording of the policies to take account of recent advice and legal judgements without altering the essence of the policies. An urgent meeting was being sought with Maidstone Council officials to secure their support before pressing forward. Heath Road Therewere a number of outstanding issues to be resolved with Kent Highways Services regarding the newly-installed traffic calming scheme. Members of the parish council had been planning towalk the scheme with representatives from KHS. Hedgerows KHSwas to clear the undergrowth from beneath the hedgerows overgrowing the footway on the north side of Heath Road between ParkWay and Linton crossroads. School playing field Metal mesh panels had been fied to the sides of the bus shelter next to the primary school playing field in Heath Road. Annual meeting This would be held in the Small Hall at Coxheath Residents Village Hall at 7.30pm on Tuesday, May 12.


East Farleigh


Police report PCSO Mahew Judgeswas unable to aend the meeting but sent a report of crimes. There had been a burglary in Pleasant Valley Lane, an incident of making off without paying for a taxi in Victoria Court, a burglary in Kilnbridge Close and a theft from Gallants Lane. Flood pod The council had reservations about siting the pod in The Bull car park as it would be difficult to make it secure.

Enquiries had been made about using one of the hoppers’ huts towards the boom of Station Hill and a reponse from the owner was awaited. Car park TripleMhad added more gravel to the surface during the Christmas holidays and the council had inspected it. Itwas felt that although there was plenty of fill, itwas unevenly spread and the clerk was asked to get TripleMback to level it. Bridge working party The councilwas still unhappy about the feasibility study from DHAAssociates as it didn’t include costings for the suggested measures. Itwas agreed to withhold payment of the most recent invoice until an agreement had been reached. Annual meeting This would be on April 28. Itwas agreed to invite the mayor.


East Suon


Crime figures One crime had been reported – criminal damage to a property in Friday Street. Play area The surface of the play areawas reported to be still covered in pine needles. Village hall The provision of wifi at the hallwas considered to be not viable.


Langley


Community warden Dawn Riach Brown reported that she continued to maintain a visible presence in Langley, also carrying out home visits. Some street lights along Horseshoes Lane/Heath Roadwere lighting up sporadically. Dual approach Leeds Parish Council had set up SpeedWatch and LorryWatch and it was hoped that Langley could do the same. The chairman would contact the Leeds chairman. Police report There had been three crimes in the previous month – theft of number plates from a vehicle in Horseshoes Lane and two criminal damage to vehicles in Suon Road and SkinnersWay. Annual parish meeting Itwas agreed to hold this on Tuesday, May 26. Noticeboard The parish noticeboard at the surgery was wrecked.A quote would be obtained to repair or replace.


Loose


PCSO MaWilliams had left his role as PCSO to become a police officer.A replacementwas expected in February. Communitywarden Liz Lova said there had been no further complaints about motor bikes inWalnut Tree Lane. An 11- year-old boy had been knocked down at the Loose/Linton crossroads. The traffic light sequencewas felt to be too long at eight minutes. Borough Cllr Sue Grigg had discussed this with David Simons, head teacher at Cornwallis Academy. School Cllr Grigg had met with Loose Junior School regarding the travel plan and suggested drop-off points on school premises.Awalking buswas in operation from The Swan pub to AngleseyAvenue on Tuesdays and Thursdays. Neighbourhood plan The Feria report was available online. Both Feria and another consultant had been invited to tender a quote for the next stage. Trees in the Village 2014 Loose Parish Council had been highly commended. Budget The budgets for 2015/16 and a


precept increase of 5%were agreed. Map Cllr Jim Andrew reported that Maidstone Council provided an aerial map of each parish. However, he had wrien to the council regarding the mismarking of the boundary in two places. The amended map would be hung in Loose Pavilion.


Marden


Police report Eight crimes had been reported in the previous month. PCSO Nicola Morris had set surgery dates for the first Saturday of the month at Marden library from 11am to noon. An abandoned vehicle had been reported in the library car park and enquirieswere ongoing. Vacancy Following the resignation of John Rawlinson, Maidstone Council had notified the parish that it could go ahead with a co- option.


Mounting block Two councillors had met with Richard Emme of KCC regarding moving he mounting block.A new location was being considered between the two trees on the same part of the footway. PreceptA request from Marden Memorial Hall had been considered to apply for a public works loan to replace the hall roof. Councillors agreed that the precept for 2015/16 would be £94,015 which would include annual repayments for the loan.A band D property would therefore be paying £63 per annum for the parish precept for the next financial year. The hall commiee had searched for funding for between 18 months to two years for the work without success. Itwas discussed that if the roofwas not repaired a large number of the village organisations would be without a base and several could not operate elsewhere in the village. If further funding became available or the tenders were lower than anticipated, councillors would review the repayment/precept for future years. Ditches The clerkwas asked to contact Maidstone Council regarding the criteria for deciding which ditcheswere cleared. The ditch at the boom ofWinchet Hill would be reported and added to the list if possible.


Nelestead


Police report PCSO Nicola Morris did not aend but sent a report. There had been an aempted robbery at The Retreat mobile home park, and criminal damage to a vehicle in Maidstone Road. Chaerbox The Christmas party had taken place at the Hop Pole. PCSO Morris had aended and crime prevention itemswere handed to members. The Christmas sleigh had also aended. New memberswere verywelcome. Parish magazineA possible increase in the cost of placing adverts in the parish magazinewas discussed. Itwas agreed that a full page would cost £125, half page £65 and quarter page £35. Distributorswere also needed. Bus shelterA member grant had been obtained from KCC Cllr Paulina Stockell towards the bus shelter. The parish would contribute £300. The clerk would now complete the paperwork and contact the company which will be installing the shelter. Knotweed The clerkwas asked to get an update on the Japanese knotweed in the
