“Scott was a very hard worker
when he came to work for the highway department, a very smart guy,” Flowers said. “As a matter of fact, early on in his career, we sponsored him to do some graduate work at the [University of Arkansas] College of Engineering to get his master’s and at the same time doing some work in Northwest Arkansas. “He’s had a real distinguished
career, all the work he’s done up to now, the positions he’s held, he’s done very well with the department … We all rec- ognized Scott had great potential early
on and a knack for hard work, he had knowledge and he had the initiative to get things done.”
PARTNERING WITH TRUCKING Bennett has continued to grow
the relationship between the highway department and the Arkansas Trucking Association in his three-plus years as director. “One of the biggest issues is just
making sure the condition of the inter- state is good so it makes for safer and more efficient travel for the trucks,”
Bennett said. “That’s one of the things we always had in common [with the association] was trying to make sure things were safe and efficient, and I think that helps with the trucking industry.” In 2013, the highway department
and the ATA worked together to get passage in the state legislature of a registration fee increase on the large interstate-driving trucks. Bennett remembers saying then that he thought it was the first time the department and the trucking association had been to the table together and on the same page on an issue. “I think one of the big selling
points with that increase was, the first $2 million a year goes into a commer- cial vehicle safety and education pro- gram,” Bennett said. “We’re working with the trucking
association on that now to take some proposals on what kind of programs would be out there. It’s all about work- ing together with the trucking industry
