Scouts granted music licence
CONTROVERSY surrounds an application by Kent Scouts who want to play music at their San- dling activity centre. Centre manager Ian Foulsham applied to Maidstone Council on behalf of Kent Scouts for a premises licence, which would allow music to be played between noon and midnight, seven days aweek. The aimwas to encourage greater
use of the barn for parties andwed- ding receptions to raise revenue for the Scouts. Most events would involve a live
band or a DJ at the weekend, pri- marily during the summer. Mr Foulsham said noise levels would be monitored every 30 minutes. A responsible person would be
on site during all events to ensure noise levels were kept within per- mitted levels and that disruption was kept to a minimum, he said. But neighbours at Lower Grange
Farm feared a licence would add to problems they already encounter. Richard Shepherd, who lives at
the farm with his wife and two young children, said he had com-
plained to Maidstone Council sev- eral times during the past two years about noise levels at the centre. Mr Shepherd and his wife told
the committee that the noise was not restricted to the Kentish barn and they were affected by events such as firework and laser displays. The committee agreed to grant
the licence but with conditions to minimise the likelihood of nuisance and public safety issues: Events must finish at 11pm and the car parked cleared by midnight. Mr and Mrs Shepherd have to be provided with details of events at least twoweeks beforehand. There can be no more than eight licensable events between April and September, except for next year when there will be seven because three are planned forAugust alone. Consecutive weekends (Fri- day/Saturday) will be allowed once inAugust 2015 but not thereafter. Nolicensable events will be per- mitted on Sundays and just one a month from October to March. Kent Scouts will need to have two people on site at events.

THE first phase of a plan to give Maidstone’s Mall shopping centre a re-vamp has moved a step closer. Owner Capital & Regional has submitted a planning application to Maidstone Council to deliver the first stage of its town centre vision. The proposalswere unveiled at a
public exhibition earlier this year. If planning permission is granted, the phase will entail the lift lobbies being improved and a renovation of the public toilets. Shops will be reconfigured to
meet modern retailer requirements and two entrances will be created on King Street and Gabriel’s Hill. Capital & Regional is still refin-
ing plans for longer-term improve- ments to The Mall, which would

THE Samaritans has launched a new mobile phone app which will warn Twitter users if anyone they follow appears to be suicidal. The charity says the app, Samari-
tan Radar, is not a tracking tool, but merely flags up messages the user would have seen anyway, giving them the chance to act on them. It works by detecting phrases
such as "tired of being alone", "hate myself", "depressed" and “help me”.
