ASMFC Northern Shrimp Section to Meet November 5th

proval of Amendment 3 PID for Public Comment and Set 2015 Specifi cations ARLINGTON, VA – The Atlantic States Marine Fisheries Commission’s Northern Shrimp Section will meet on November 5, 2014 in Portland, Maine to consider ap- proval of the Public Information Document (PID) for Amendment 3 to the Interstate Fishery Management Plan for Northern Shrimp for public comment. The Section will also review stock status of northern shrimp and set specifi cations for the 2015 fi shing season. The PID for Amendment 3 was initiated to consider establishing a limited entry pro- gram for the northern shrimp fi shery. While the fi shery is managed through a total al- lowable catch and defi ned season, it remains an open access fi shery and has experienced signifi cant fl uctuations in participation over the last 30 years. This open access, coupled with continued concern about the condition of the stock, led the Section to move forward on a limited entry program to further control effort in the fi shery. A limited entry program will consider the appropriate number of par- ticipants in the fi shery given biological, en- vironmental, and economic considerations. If approved, the PID will be released for public comment with the states of Maine, New Hampshire and Massachusetts con- ducting public hearings on the document. As the fi rst step in the development of a new amendment, the PID is intended to solicit input concerning the northern shrimp fi shery and provide an opportunity for the public to identify and comment on major issues rela- tive to the management of the species with an emphasis on limited entry, state-by-state allocations and multi-year specifi cations. DMR Advisory Council Approves 2014- 2015 Scallop Season
approved a moratorium for the 2014 north- ern shrimp fi shing season based on the status of the resource, which is considered at record low levels and experiencing re- cruitment failure for the past three years. The Northern Shrimp Technical Committee is scheduled to meet on October 22nd
to update
the northern shrimp stock status, the fi ndings of which will form the basis of the Section’s determinations for the 2015 season. The Northern Shrimp Advisory Panel will meet prior to the Section (10 AM to 4 PM on November 4th
) to formulate its recom-
mendations on the PID and the 2015 season. The Section will then meet from 9:30 AM to 3 PM on November 5 to review Advisory Panel recommendations and take action on the PID and 2015 season. The Atlantic States Marine Fisheries
Commission’s Atlantic Herring Section members from Maine, New Hampshire, and Massachusetts, with input from industry, set a “days out” effort control measure to allow four (4) landing days per week in Area 1A during the remainder of the 2014 fi shing season. Trimester 3 (October 1 through December 31) has a total allowable catch of 8,142 metric tons (mt). This amount is 27.2% of the 33,031 mt annual catch limit sub-component for Area 1A after adjusting for rollover from 2012’s unused quota, fi xed gear set-aside, research set-aside, and bycatch allowance. The Zone 1 & 2 proposed dive calendar was amended based on public comment to move Saturdays to Wednesdays during the months of January and February. Also, two days in April (14 & 15) were moved into March to better condense the Zone 1 & 2 DIVE calendar.

In addition, the spawning areas in
Western Maine and Massachusetts-New Hampshire are closed until October 21 and October 18, respectively. An incidental bycatch allowance of up to 2,000 pounds of herring per trip for non-directed fi sheries is permitted during the closures in the two spawning areas. Landings will be monitored closely and the directed fi shery will be closed when 92 % of Trimester 3’s adjusted quota is projected to be reached. NOAA Announces Funding through Saltonstall-Kennedy grant program for 2014-2015 NOAA is announcing the availability of approximately $18 million to support research projects under the FY2014/2015 Saltonstall-Kennedy Grant Program. The Saltonstall-Kennedy Act estab- lished a fund used by the Secretary of Commerce to provide grants or cooperative agreements for fi sheries research and devel- opment projects addressing aspects of U.S. fi sheries, including, but not limited to har- vesting, processing, marketing and associat- ed business infrastructures. The objective of the Saltonstall-Kennedy Grant Program is to address the needs of the fi sheries and fi shing communities in optimizing economic bene- fi ts by building and maintaining sustainable fi sheries and practices.
