Plan tenders
CLLR Terry Baker reported that tenders had been received from professional planners for the neighbourhood
plan.Itwas agreed that Designscape would carry out the work. It was agreed that the parish council would have a stand at the village fair on July 6, with information on the neighbour- hood plan and neighbourhood watch. The stand would be manned by Cllrs Tina Clark and Mike Evans. Cllr Peter Page had had re-
quests from residents in Broom- field that the clerk write to Mrs Wallace at Leeds Castle asking for information confirming the agreement that the garden field gate on to Broomfield Road would not be used by anyone using the “glamping” facility. It was agreed that the clerk should also include the parish council’s thanks for the landscaping work around the electricity substation. Councillors said goodbye to
Cllrs Mike Evans and Peter Corfield, who retired at the end of the meeting. They were thanked for their hard work.
Chart Sutton Council Church help
A MEMBER of the public, Mr B Flecksaidhebelongedtoa local church whose members were willing to help clear foot- paths, clean road signs etc. Members agreed this would be a great help andMr Fleck was to arrange this on an informal basis.
PCSO Kirby was unable to be present but reported one bur- glary in the last month. Community warden Liz Lo-
vatt provided a report on doorstep callers and commu- nity responders – volunteers are needed and should call Liz on 07813 712107. Members discussed whether
to nominate additional paths for cutting, but decided to retain the current cutting programme. This would allow the public to nominate paths for cutting as and when required. Borough Cllr Steve Munford
said the Loose bus lane would probably not go ahead. He said Cllr Eric Hotson was happy to continuewith the No HGV signs scheme, and funding was awaited. Cllr Steven Waring said that
two football matches that had been due to take place outside normal playing times did not go ahead. One had been rained off and the other side could not get a team together. Cllr Waring agreed to put
some extra matting close to the shop and leave the surrounding area for the time being. As a new cabin seemed imminent,

members agreed not to replace the current cabin. Cllr ChrisWebb was not pres-
ent but asked for members’ comments on cutting some steps on the west edge of the green to help people who strug- gled up to the shop from that di- rection. Cllr Peter Forknall said there had originally been a chain there, but he had removed it as it had been a trip hazard. Visitors to the shop should ac- cess it from the bus stop area, so members agreed to leave things as they were. Cllr Val Underdown said the number of people caught by Speedwatch had increased over the past year, probably by about 50%. CllrWaring said the work had
been carried out on the oak tree by the village hall, and an in- voice was awaited from Aspen Services. Cllr Hotson had received the council’s request for a footpath along Plough Wents Road and would put it forward to Kent Highways. Members also noted that a meeting was scheduled later this month between Highways and their engineers to discuss the footpath from Ivan’s Field to the Memorial Field. It was hoped this would be scheduled for August or September.
Collier Street Council Horse issues
PCSO Nicola Morris said she had been dealing with loose horses in Benover Road –the road had had to been shut on occasions. The owners had been spoken to and had moved the horses from the field just past Mockbeggar to another site in Meopham. There had also been reports of horses along Claygate, which had been placed in some- one else’s field, but these now seemed to have gone. PCSO Morris also reported
that a metal storage container in Longends Lane had been bro- ken into, and a wheelbarrow was among items stolen. A stolen quad bike hadbeenre- covered by police in Green Lane. Two residents had attended
the meeting to voice their con- cerns about HGVs using the Spenny Lane, saying it was a community safety issue. Cllr Barbara Grandi had tried, with- out success, to find out when this trial scheme would end. Changes to signs had been agreed. The clerk had been asked to
get quotes for grass cutting be- tween the trees at the recreation field. There was concern over the number of dog walkers who were not clearing up after their pets, as dogs were prohibited from the grounds. The clerk had spoken to Maidstone Council environmental health and the
matter was to be reported to the dog wardens. Regarding speed limits,the
new traffic regulation order had not yet been published in Kent on Sunday amending the speed limit in Sheephurst Lane from 50 to 40mph. There were no signs for the new 40mph limits in Green Lane and Longend Lane. Cllr Grandi had emailed Richard Dixon about the nu- merous potholes throughout the parish. Richard had already no- ticed potholes in Longend Lane, Jamon Lane, Sheephurst Lane, Spenny Lane and the B2162. He had carried out a few emer- gency fills butwas aiming to or- ganise a patching team for longer lasting repairs. Few of the other promised works resulting from the sur- vey had been carried out – di- rectional road signs were still damaged or missing, many roads were collapsing and needed complete restructuring. Most landowners had trimmed their
hedgerows.The clerk was to write to landown- ers where hedges continued to overhang roads and pathways. Cllr David Goff observed that
the flashing school sign had been damaged. Richard Dixon had inspected the sign and asked for it to be moved back from the edge of the carriage- way.
Flytipping in Forge Lane had
been reported. Cllr Grandi had helped a bus driver move a fly- tipped load which included tree cuttings, fence panels and a broken baby play pen so that the bus could pass. It was removed three days later. A small breakers yard at the bottom of Gain Hill was said to be strewn with litter. This was reported to environmental en- forcement, who were to carry out a trade waste check. Regarding plans for a new vil-
lage hall, the pre-application re- sponse from Maidstone Council had been generally positive. The planning officer had re- quested that the new hall was built before the old one was de- molished, but it was explained that the old one was unsafe to use. It was stressed that the new hall should be sympathetic in style and mass to the neigh- bouring listed buildings, such as St Margaret’s Church and St Margaret’s House. At the annual parish meeting,
PCSO Morris reported that there hadbeena 5.5% decrease in crime across the Marden and Yalding ward. There had been reports of anti-social behaviour – fires being lit and beer cans being left in fields and barns. eller convoy had moved on to the recreation field in May. Cllrs Bates, Ridd, and Goff worked with the police to have them moved on within two days. They left a large amount of waste on the site. Cllrs Goff, Ridd and Grandi removed as much waste as they could, and Cllr Goff, assisted byMr Grandi, installed a retractable metal post into the ground behind the gate. The parish council is con- sidering other security meas- ures to restrict trespassers. Cllr Will Bates reported that
the almshouse was fully occu- pied and all residents appeared to be happy. A grant had been obtained to install a stair lift for a resident to access the upper floor.
