Policy and Committees Coordinator’s Report


The CLLS’s 19 Committees have continued actively to represent the members on issues of policy and practice. Since the beginning of March 2013 the CLLS Specialist Committees have responded to the following consultations:


• BIS: “Call for Evidence on European Commission proposals for EU insolvency reform”


• European Commission: “Draft proposal for a revised block exemption for technology transfer agreements and for revised guidelines”; “EU merger control – Draft revision of simplified procedure and merger implementing regulation”.


• FSA: CP 12/38: (“Mutuality and with- profits funds: a way forward”); CP 13/8: (“Publishing information about warning notices”); CP 13/9: (“Implementation of the Alternative Investment Fund Managers Directive Part 2”).


• Joint Insolvency Committee: ”Consultation on SIP 16 (pre-packaged sales in administrations”)


• The Insolvency Service: “Call for Evidence on European Commission proposals for EU insolvency reform”


• Law Commission: “Rights to Light”


• Legal Services Board: “Draft: Business Plan 2013/14”


• SRA: “Indicative guidance on financial penalties”, “Consultation on Handbook Amendments Relating to International Practice”.


All of these submissions are available on the Committees’ webpages, accessible via www.citysolicitors.org.uk. Also in this edition are the reports of the Chairs of the Financial Law, Professional Rules & Regulation, Regulatory Law, Revenue Law and Training Committees on their Committees’ recent activities.


In addition, the CLLS Land Law Committee recently published a Questionnaire for CLLS Certificate of Title 7th Edition.
