Around the Ring, continued... So how do these changes aff ect competitors? Well, in some ways it
rewards those who choose to compete at the higher-rated shows and in larger classes. It makes winning a division against 30 other horses worth more than winning in a class of 10 or less. However, not all competitors can aff ord to or have the time to travel to some of the larger rated shows. Will this new point system make earning a year-end trophy impossible for those riders?

Here are just a few highlights of the many rule changes to be aware of for the 2013 season. Please remember, the rider is ultimately responsible for knowing all the rules related to the discipline in which they compete. Equitation Changes • Remember that USHJA Zone points towards any Hunt Seat Equitation Division Rider of the Year Awards will not be credited until all applications and fees for both the horse and rider are received by both the USEF and USHJA with the exception of individual memberships and USHJA Horse Registrations submitted at Licensed Competitions. • USHJA Zone Rider of the Year Hunter Seat Equitation Division Awards are off ered for the following age groups at the Zone level: 14 and under, 15- 17, 18-35 and 36 and over. Points are determined by adding one point for each entry per class to the base points listed on the Hunter Seat Equitation increment chart. Section champions will be awarded two times the total of the fi rst place point value plus one point for each entry reported. • A rider will be eliminated for competing with a tail wrap on his/her horse. • Riders who fall during a class are eliminated and not allowed to remount in the ring. T is change is refl ected in several rules throughout the Equitation, Jumper and Hunter sections of the USEF Rulebook. • A plank is not allowed as the top element of any jump in Equitation classes. • For USEF Hunter Seat Medal Class, courses must include at least eight obstacles at 3’6” with spreads at 4’ with the exception of a triple bar, which has a maximum spread of 5’. • For Washington International Horse Show Equitation classes, reins must be attached to the bit(s) or directly to the bridle. One should also note that for the WIHS Equitation Finals, riders have until June 15 to change their leagues provided they submit their request in writing to the WIHS Membership Offi ce by that date. Two panels of two judges seated at two separate locations will judge all three phases of the Finals. T is is down from three panels of judges in 2012.
Jumper Changes
• A nomination fee may be charged for either the Jumper Division or for each Jumper Section but not for both, the exception being that there is an additional nominating fee that may be charged for the highest prize money class at the show. • Draw reins may only be used when schooling or in classes with less than $1000 in prize money. Ponies may not be ridden by a Junior in draw reins or German martingales at any time. • If an obstacle is knocked down or displaced for any reason other than being caused by jumping or attempting to jump, no penalty is incurred. Because of this change, time faults had to be adjusted as well. If the rider has to stop due to a falling obstacle as stated above, no penalty or time will be added.
Hunter Changes • Several rule changes for Hunter divisions have been made that aff ect class sizes and when shows may combine classes. Please see the USEF Rulebook for these changes. • In over fences classes, riders will not be required to hand gallop the fi rst fence in a line consisting of a measured distance. • In cases of broken equipment or loss of a shoe while competing, the rider/handler may choose to continue without penalty. If the rider/handler chooses to stop and address the situation, the entry will be eliminated. • For Horse of the Year points for Ladies Side Saddle Classes to count in an Over Fences class, there must be at least three horses entered in the class and shown Over Fences. T e same is applied for Under Saddle and Hunter Hack classes.
