Cllr Peter Corfield proposed that he be co- opted, seconded by Cllr Paul Beaney and agreed by all. Cllr Michael O’Neill welcomed Cllr Page to the council team. Regarding the provision of


super-fast broadband, Cllr Cor- field said his experience of satellite broadband was very mixed. He had not been able to get online for aweek and a half, and although it was now fixed, he was finding it quite expen- sive. Dependant on individual requirements, it was still worth considering. He and Cllr Terry Baker were to write to MP Hugh Robertson regarding poor broad- band facilities in rural commu- nities.


Detling Council Seats filled


TWO new councillors, Mr Grif- fiths and Mr Clayton, were co- opted to fill the vacant seats. The verges in Church Lane


had been cut back, but Cllr Mike Denny said there was still an el- ement of slippage. Cllr Denny reported on Jade’s Crossing and the need for handrails to be fitted to assist walkers. The clerk would liaise with Kent Highways over this. The public meeting about rat-


run traffic through Detling was discussed. The council would write to Kent Highways to re- quest the closure of the top en- trance to the village to south bound traffic except emergency vehicles and buses, a 20mph speed limit through the village and a traffic management plan for Church Lane. Councillors also agreed to seek assistance and support from County Cllr Jenny Whittle, Hugh Robertson MP and the Maidstone ward councillor. Following further informa-


tion, the budget circulated the previous month was revised and the precept was set at £21,280. The street name signs were


still in need of attention and no action had been taken since the parish last reported them. The road was flooding at the junction of Hermitage Lane and Scragged Oak Road and it was considered a soakaway was needed. The management plan forHo-


rish Wood was approved. Quo- tations from two companies were considered and TN Davis was appointed to represent the council regarding the proposed water works at the site. Both companies indemnified the council against any costs. Cllr Jill Kennard had planted

the village planter with pansies as agreed. Cllr Denny asked whether the parish council would be able to assist with a table tennis table at the village hall. The chair- man said the parish would sup- port the idea, but was not in a position to help financially.


Downswood Council Police report


THE police report had been pro- vided to the clerk. There had been a theft from a vehicle in Rhodewood Close, and contain- ers of used cooking oil had been taken from the rear of the fish bar in Deringwood Close. The window of a property had been damaged in Horton Downs, and a home in Pennine Way had been burgled. A resident said buses were


still facing problems from cars parked on Deringwood Drive. The clerk was to investigate. The gate that had been fitted


to the Mallards Way play area was reported as being no good, as it did not stop children from getting out of the play area, or dogs from getting in. The clerk was to investigate. Cllr McKay, from Maidstone Council, enquired whether vil- lage green status had been con- sidered for the area next to Murrain Drive. Cllr Roz Cheesman said the owners were unwilling to consider selling the land. It was agreed that vil- lage green status would be con- sidered for the future. KCC Cllr Cooke said bags of


salt and spreaders were due to be delivered. Mr Young was told his pro- posals for an extended bus route were being chased up. The meeting heard that the


KCC precept had been frozen for the third year running. This would not have any major im- pact on front line services. The expansion at St John’s school was being followed up, with six Kent companies short- listed to do the work. A two- form entry primary school was earmarked for Langley Park. Development for mixed office


and industrial areas had risen to the fore again at junction 8. Cllr Cooke said he was vehemently against the Gallagher’s proposal, as this would mean more lorries on the roads and worries about creeping urbanisation. Cllr Newton, of Maidstone Council, circulated the plan by Golding Homes to build 5,000 homes in Otham. The proposal was viewed as outrageous. Cllr Newton was waiting to discuss MPE’s storage request with the Orchard Spot. The foot- ball club wanted to have a con- tainer in the car park to store posts, nets and balls etc. Maid- stone Council would consider landscaping Mallards with a path leading to the Orchard Spot.

The clerk had been contacted


about the dustbin outside the convenience store, which was currently being emptied by an outside source as the litter picker refused to do it, due to ongoing issues with the type of liner used.Members agreed that emptying the bin was not part of the litter-picker’s duties. It was originally done as a gesture of goodwill and the litter-picker was within his rights to refuse to do it.


Regarding Christmas lights


and storage, Kent Highway Services had told the clerk they would not be responsible for the removal of sockets and timers by their staff as the risk be- longed to the requester. Whilst they did offer to replace sockets after Christmas, this was too late. A reduction in the quota- tion from Gala Lights to store and test the motifs was agreed, with a cost saving of £35. It was agreed to accept the quote of £540. The clerk was to enquire about the hire of additional mo- tifs.


The clerk had not had a reply


to her letter to John Littlemore requesting that the CCTV was left in its current location.It was noted that the spikes had disappeared from the mobile CCTV unit in Chiltern Close. It was agreed that, subject to availability of the hall, the spring clean wouldbeheldon April 7. Cllr Simon Roberts was to ask the Beavers and Cubs to attend. The clerk was to contact Maidstone Council to request agreement to proceed with 2013 Olympicnic at Mallards Park.


Conference talk


Hollingbourne Council


CLLR John Cobbett reported on the annual parish conference which he had attended. He had discussed the with- drawal of funding for street lighting with Maidstone Coun- cil leader Cllr Chris Garland. It was hoped that KCCwould take on responsibility. The clerk con- firmed that details of the 21 lamps had been sent to KCC and the columns were due to be in- spected shortly. It was resolved unanimously


to pursue with twinning with Templeuve. Cllr Cobbett and the clerk had attended a meeting with Hugh Robertson MP, hosted by Mrs VictoriaWallace at Leeds Castle, to discuss the unacceptably low broadband speeds being re- ceived. David Cheeseman was thanked for supplying the recorded speeds during January. Mr Robertson had agreed to write to BT asking at the least

for the Hollingbourne exchange to be updated. It is hoped by the end of 2015 that the village will receive 2Mb, with KCC having invested £10m. The resignation of Cllr Frank Stephenson was announced. He was thanked for his invaluable work, especially on the plan- ning and finance committees. A resident had raised concern


about the amount of water on the roads which was running off the fields, especially at the Eyhorne Street end of Greenway Court Road. Southern Water representatives were due to visit. The recent negative response


from Royal Mail who had seen fit to re-allocate the village’s popu- lar postman was regrettable. No crime report was received.


Dr Bauer reported that individ- uals doing high speed spin turns on the A20 had been ap- prehended. A vehicle from which someone was getting out and trying the doors of parked cars had been identified by the police.


County Cllr Jenny Whittle


stated her total opposition to de- velopment proposed near J8. The continued pressure for pri- mary school places in Holling- bourne was noted. The council objected to the scoping opinion for a new de- velopment,Waterside Park. It was noted that Maidstone Council had approved planning applications for: The Malt- house, Upper Street, replace- ment garage doors; Olde England Cottage, Ashford Road, part retrospective, boundary fence. A change of contract for utili-


ties to the Utility Warehouse at the Cardwell Pavilion was agreed. The parish council had joined the Utility Warehouse community fundraising scheme at a cost of £25. The promotion of the scheme would be discussed further at the next meeting. The kitchen sink taps had


been replaced in the Cardwell Pavilion. The gasmeter padlock had been inspected and con- firmed defective and would be replaced. Roof valley and play area re-


pairs were waiting for better weather.


Build-out lighting THE lighting concern surround- ing the build-out on Upper Street had been resolved, and additional lighting now in- stalled. KCC had advised that the rumble strip on Penfield Hill was to be installed shortly. Lorry Watch had proved a success and would be contin- ued. Lorry registrations submit- ted to the police had led to the drivers being advised that any further breaches could lead to prosecution. There had been a
