Where I live... West Malling Parish Council


November’s council meeting had a varied agenda which included agreeing the final details of Town Malling Cricket Club’s lease for the cricket ground in Norman Road, considering the proposed overflow car park in Manor Park and discussing the content of an assets register, in line with the Localism Act 2011.


The act requires local authorities to maintain a list of assets of community value. If the listed assets come up for sale or change ownership, the act can be used by the parish council to gain time to develop a bid and raise money to tender for the asset when it comes onto the open market so that its status in the community is not lost.


December’s council meeting also had a full and wide-ranging agenda and included items on the management of the Allotments and various financial issues around awarding tenders and donations as well as the monthly review of committee minutes.

The Malling Action Partnership (MAP) has won funding from the Living Memory project. This scheme, funded by the European Commission, has been set up to capture, share and explore the collective memory of a community through recording personal recollections for future generations. A-boards are heavy, plastic or metal “A” shaped boards used by businesses and other organisations to extend their advertising to the pavement. The parish council has received an increasing number of complaints about these boards being displayed in the High Street and Swan Street, particularly where the pavement is either very narrow or where the board is placed so as to make pedestrians walk along the pavement’s edge, closer to the traffic. The complaints have been passed to the Chamber of Commerce to make their members aware of the problems these boards cause.


KCC Household Waste Recycling Centres have implemented a number of changes in response to the consultation in February 2012. West Malling was one of 28 parish councils across Kent

who responded and one of the 52% of respondents who highlighted the need for a house waste recycling centre in the Mid Kent/Maidstone area that could be economically used by residents. The cabinet member decision has recognised this need and as a result, capital investment has been allocated to provide a new centre.


Further changes include revised restrictions on vehicle and trailer size; limiting the amount of some items such as soil, rubble or hardcore that can be accepted on site per visit and levying a small charge on some items such as tyres and asbestos. Please check with the HWRC before your visit to get further information.


Incidentally, real Christmas trees can be put out with your Tonbridge and Malling Council green-lid bin and will be recycled into compost. Please note that the borough council no longer provides collection points for the trees; if you leave your tree elsewhere, you will be fly tipping and could attract a fine.


Kent Fire & Rescue Service has published a consultation document as the second part of its project to improve the service it provides to the public. This second document gives a summary of the improvements the service has already implemented and what its plans are for the immediate future and onwards into 2020.


The document focuses on how the public will be included in and supported by, the improved service. The parish council intends to respond after the January 2013 meeting and welcomes resident’s comments (if they do not wish to respond direct to the fire service via its web page).


Kent Police, following the closure of the West Malling police office, the neighbourhood police officers and PCSOs are keen to maintain a visible presence in West Malling. Although the office is no longer available to the public, “surgeries” will be held for people to come along and chat to the officers and get to know them and the service they continue to provide.

Incidentally, if you have one of the parish council’s bright yellow grit bins near your property, please contact the parish clerk if it runs out of the grit/salt mixture in bad weather.
