That is still in the process of being heard. “In terms of what’s going on with the L&I Re- view Board, the ZBA’s deci- sion doesn’t impact wheth- er or not the building will be torn down,” explained Matt Grubel, a Spruce Hill Resident and member of the opposition during a follow- up interview. Review Board determines that OAP “…can’t demolish the mansion, then it can’t demolish the mansion,” Grubel explained. Hypothetically speak- ing, if both the “Historical Commission and the L&I Review Board had turned Penn down before it went to zoning, than the ZBA may have said, ‘well it’s not an empty lot. There’s a house there already,’” Gru- bel explained, meaning that in that case, there wouldn’t be an assumption that the project was starting “from an empty lot.” At Wednesday’s hearing, Paul Boni, the attorney rep- resenting the community that opposes Azalea Gar- dens, argued against Penn’s claim of financial hardship through the testimonies of Chris O’Donnell. Boni also

sought to illustrate the op- position’s specific objections to the project itself through the testimony of Mary Daniels. Chris O’Donnell, an

area resident who owns 14 properties in the neighbor- hood could not testify as an expert witness. Lynette Brown-Sow, the ZBA’s Chairwoman, argued that Boni had a month to sub- stantiate O’Donnell’s legiti- macy as a witness. During his testimony, O’Donnell reviewed con- ceptual plans drafted by architect Marianna Thomas. Those plans are not render- ings or actual designs. Rath- er, they represent concepts for what a developer could construct on an empty lot. They are referred to as Build to Right. One of those plans included eight lots, subdivided as duplexes, with two units in each lot. That design, would provide one parking space for each lot, equaling a total of 16 parking spots. The other de- sign included one building with two units, comprised of three stories.

Mary Daniels explained her objection to Azalea Gar- den’s density in a residen- tial neighborhood. Daniels took particular issue with

the absolute lack of parking at the Azalea Gardens site. Throughout her testimony, Daniels also presented the resolution opposing Azalea Gardens. ZBA Chairwoman Brown- Sow took issue with the res- olution due to the fact that many of the people who signed do not live in the immediate neighborhood. But to Matt Grubel, who works as an independent consultant in the world of historic preservation, many of the names on that list “are known in his world.” In Grubel’s opinion, the ZBA seemed very hostile towards the opposition. The board made its decision that day after only one hour of testimony, Grubel noted. All but the ZBA’s most

recent member voted in favor of the Azalea Gardens Project.

The opposition plans to file an appeal of the ZBA’s decision in the Court of Common Pleas.

The L&I Review Board will hear the defenses re- sponse to the appeal on Monday, December 17th the 18th

on floor of 1515 Arch

Street. The hearing will be- gin at 10 a.m. and is slated to run the entire afternoon.

delphia proud and perhaps replace the Rocky Statue with a new Philadelphia World Champion. This was Biggs’ night to shine against a brutal and invin- cible Mike Tyson. “I had drugs in my system when I fought Mike Tyson, but I was constantly in and out of the rehabilitation center before that fight,” said Biggs. “I was trying to get clean and stay clean. It was a tough battle that led me to lose every- thing.”

His legendary fight against Tyson took place at the Trump Plaza in Atlantic City. Biggs wore white shorts and white shoes in the ring while Tyson wore black shorts and black shoes. Tyson looked like Mike Tyson while Biggs looked like a remake of Muhammad Ali. Biggs wore the white trunks and white stylish shoes like Ali while Tyson looked like his normal evil self. The bell rung to start the fight…Biggs came out throw- ing little body shots while Tyson was seen weaving and searching for his first monster opportunity. In the first three rounds, Biggs couldn’t get inside Tyson. Tyson would wait for Biggs and deliver one of his powerful shots towards Tyrell’s innocent face. Biggs kept bouncing around the ring which prevented Tyson from delivering a hard and clean shot. In the first three rounds, Tyson was seen leading the fight on everybody’s card, but Biggs kept surviving. Before this fight, Tyson had knocked out almost all his opponents before the 3rd round.

“I was trying to get inside of him [Tyson], but he was too quick and too powerful,” said Biggs. “His hands were blaz- ing fast. I was trying to stay out of his reach, but he got me with some powerful shots.” From the third round to the sixth round, Tyson was try- ing to catch up with Biggs with more powerful shots. Biggs managed to weave himself out of trouble and tie up Tyson every chance he got. The referee kept breaking up the two fighters as Biggs kept wrapping his arms around him. At the end of the sixth round, Biggs was still losing the fight,
