Downeast Lobstermen’s Association Annual Meeting


Jasper’s Restaurant, Ellsworth September 13, 2012


Attendance: President; Clive Farrin,


Vice President; Nick Lemieux, Sec/Treas; Mike Dassatt, Executive Director; Sheila Dassatt, Richard Alley, Terry Savage, Sr., Terry Savage, Jr., John Chipman, Sr., Gerry Chipman, John Chipman, Jr., Theresa Chipman, Mike Faulkingham, Sarah Cotnoir, Cathy Billings, Marty Hamblen, Allen Hamblen, Norbert Lemieux, Ken Dennison, Bob Fortin.


The meeting opened at 6:21 p.m. with President; Clive Farrin presiding. The min- utes from April and July were read and re- viewed. Norbert Lemieux made the motion to accept with Bob Fortin seconding. The motion passed. The Treasurer’s report of April and July was reviewed with Mike Dassatt explaining any questions. The motion to accept was made by Norbert Lemieux and seconded by Ken Dennison. Motion passed. The reason that the April reports were included is due to not having a complete quorum at the April meeting. Both reports were provided at this meeting. The fi rst order of business was the


election of offi cers. The motion for Nick Lemieux for president was made by Richard Alley and seconded by Norbert Lemieux. A motion was also made for Hilton


Turner for the seat which was made by Bob Fortin and seconded by John Chipman, Sr. A vote was taken with Hilton having the majority of votes for the seat as President of the Board. A motion was made by Richard Alley


and seconded by Ken Dennison for the re- maining seats on the board to stay the same, with Nick Lemieux as Vice President, Mike Dassatt as Secretary/Treasurer and Sheila Dassatt as Executive Director. The motion passed.


Richard Alley made a motion and sec- onded by Mike Faulkingham to put Clive Farrin on the Board of Directors. Nick Lemieux made a motion, seconded by Ken Dennison to put John Chipman, Jr. on the Board of Directors. Both motions passed. With Clive turning the meeting over to Hilton, the Director’s report was given by Sheila. With a review of D.E.L.A.’s in- volvement, she had an interview on WERU with Cathy Billings and Walter Kumeiga concerning the state of the lobster industry. We also have been working with the Gulf of Maine Lobster Foundation concerning the RFP on lobster licenses and the waiting list. The research people for the LPG Terminal proposal in Searsport have interviewed Sheila for the fi shermen’s feelings on this project. She gave an update on the LAC Subcommittee that we have had participa- tion in. We also honored the members of D.E.L.A. that passed away this past year: Arvid Young, Corliss Holland, Ernest Libby, Jr., Lindell Beal, Celia Lemieux and June Pemberton. All of these members will be greatly missed.


Sarah Cotnoir gave her update on the LAC Subcommittee. She passed out paper- work with a lot of explanation about the state of our lobster industry. One big concern is that we have geographical differences in our state. We also have a mixed group involved, such as dealer, harvester, restaurant owners, etc.


If you have an Area 1 permit, you must send your paperwork in by November 1.


Terry Savage, Jr. asked for an expla- nation about federal waters and how the permit works. They’ll throw your lobsters overboard if you don’t have a permit. Sarah also gave the zone schedule for upcoming meetings in each area.


The Gulf of Maine Research Founda- tion needs to have their report on licensing in by October in order for it to go to the legislature by January 15, 2013. Clive stated that we need sunset dates on any changes that are decided. Terry Savage, Sr. says that in 1971 there were no regulations like there is now. The prices were also much the same as


they are now. We just need to “weather the storm.” Richard Alley stated that the fi shery will take care of itself. “You can’t just haul and dump, now you have to fi nd them – called fi shing, not catching.
