COLLEGIATE CONFERENCE
New Organization Seeks to Draft Policy Recommendations for K-16 Music Education
A new organization dedicated to representing the interests of all music educators in Michigan is announcing its formation. The Partnership for Music Education Policy Development: A Michigan Think Tank (PMEPD) is committed to addressing the pressing issues in our profession today. Beginning at an informal exchange of ideas at the 2012 Michigan Music Conference, PMEPD held its first formal meeting in April on the University of Michigan campus. The group seeks to fill a void that has long existed in Michigan music education.
Unlike most other states, which have umbrella groups that represent K-16 music educators, Michigan has long had multiple independent professional associations that represent various factions and are limited in scope. Only occasionally has any professional organization emerged in the state to recommend policy for school music. In 1924, the Michigan Department of Public Instruction opened an Office of Music Education, which consisted of a full-time director and an Advisory Council of college faculty and public school music supervisors. Budgetary shortages caused by the Great Depression forced the closing of the office in 1933, leaving a void in Lansing for the next four decades. In 1972, the state of Michigan hired a Fine Arts Consultant to advise the Department of Public Instruction on arts policy; however, the position was made an executive appointment with little clout, and several governors, including Rick Snyder, chose to leave it vacant. Over the years, other associations attempted to advocate for the inclusion of arts in the schools, but none of these dealt with policy or were focused on music. At times, Michigan’s several music education associations attempted joint efforts to address matters of policy, but these were ineffective and few in
number.The members of PMEPD—who remain active in MSBOA, MSVMA, MMEA, and MASTA—desire to draft and recommend sound music education policy that provides practical solutions to practical problems. The organization will sponsor multiple sessions at the 2013 Michigan Music Conference to gather input from conference attendees on a variety of issues. ELEMENTARY CHORAL FESTIVALS Now in their 2nd
year, these festivals are open to 4-6th graders. The
purpose of the MMEA Elementary Choral Festivals is to promote children’s joy of singing. Choral members will have an opportunity to perform high quality choral literature under the direction of expert master clinicians. Festivals will be held at Detroit Country Day (Upper School) and Okemos High School, as well as a 3rd

HONORS COMPOSITION CONCERT
The MMEA Honors Composition Concert is an outstanding event that provides an opportunity for students to compose and perform original music. It also provides a forum for the development of students as composers and performers. Composers, kindergarten through 12th
grade, can submit
original compositions; selected compositions will be performed at the prestigious Honors Composition Concert at the Annual Michigan Music Conference (January 2013). MICHIGAN MUSIC CONFERENCE
The 2013 Michigan Music Conference (MMC) will be held at the beautiful Amway Grand Plaza Hotel/Devos Place (Grand Rapids, MI) from January 17-19, 2013. Online registration will be available in the fall at
www.michiganmusicconference.org MMEA is proud to sponsor two Pre-Conference events at the MMC—the General Music Workshop and the Research Symposium. Both held on Thursday, January 17, these events are in their 2nd year and will feature fantastic speakers and activities for immediate use. Pre-registration is required. n
