Three school districts located in Gurnee, Ill., just outside of Chicago, are working


together to eliminate taxicab service for homeless students and special education students sent to private facilities and, instead, utilize school buses. Gurnee Elementary District 56, Warren Township High School District 121 and

Woodland Elementary District 50 in Chicago’s northside surburbs announced dur- ing the summer they had entered into an agreement to share in-house school bus operations to eliminate the need to contract taxi service, which is expected to both save money and improve student safety. Gurnee Elementary District 56 Superintendent John Hutton said the three districts


had spent about $850,000 annually, combined, in private taxi service. What he said bothers him most is the lack of control the districts have over the quality of the cab drivers, including their training to deal with students who can have severe emotional or physical disabilities. “If we can make things safer for children, that’s more important than saving money,”


Hutton said, adding that districts cannot check cab drivers’ insurance policies, ex- perience or criminal background. The new shared-services agreement calls for an advisory council comprised of

administrators from the three school districts to meet on a regular basis. The re- spective transportation directors will also be an integral part of the daily operation, overseeing all the routes, pickup and delivery times, as well as charter trips. Despite efforts to move away from taxi service, District 56 had to rely on it for trans-


porting homeless students, a population Hutton noted has grown substantially in the past two years. “The definition of ‘homeless’ has changed. They could be displaced, like when


families double-up in one house. So we’ve had to provide additional transportation arrangements,” said Hutton. Te McKinney-Vento Act defines homelessness as “unstable, night-time residency”

and requires school districts to offer homeless children transportation services to their school of origin for the remainder of the current school year. Recent changes in the federal law include classifying foster children as homeless, and, thus, these students are also eligible for transportation services.
