Enforcement Officer’s Bill of Rights (“LEOBR”). Specifically, this case considers when a police officer is entitled to a hearing under Section § 3-107 of the LEOBR. Te Appellee was a police officer employed by the Appellant for nearly 4 years. Te Appellee was terminated for poor performance and misrepresentation. Te Appellee sued the Appellant claiming that he was entitled to a hearing. Te Court held for the Appellee. Te question for appeal is what constitutes an investigation, in a non-routine, event-specific situation.

Te Attorney General of Maryland brought this action


seeking declaratory and injunctive relief against the Appellee John Bunting for allegedly violating the Chesapeake and Atlantic Coastal Bays and Critical Area Protection Program. Mr. Bunting erected structures in the Critical Area Buffer on property in Somerset County. Te Appellant alleges he did so without obtaining the required permits. Te trial court granted summary judgment for the Appellee based on the doctrine of collateral estoppel and its finding that he had made reasonable efforts to comply with required terms. Te Attorney General filed a timely appeal questioning the preclusive effect the Circuit Court afforded the District Court’s findings.


Tis case arises from a motor vehicle accident involving


a marked police cruiser and a motorcycle. Te accident was caused by the operator of the police cruiser crossed the double yellow lines and precipitated a head-on collision with the motorcycle. Te operator of the motor cycle was fatally injured. Te passenger sustained serious injuries and sued the Prince George’s County Police Department and the operator of the cruiser. Te trial Court held for the Plaintiffs. Appellants appeal based on mistakes made by the Appellee’s expert witness at trial and the Court’s denial of Appellant’s motions for judgment and judgment notwithstanding the verdict.

by Appellants against Appellees. Te Appellants claim that Appellee used excessive force during a delivery which resulted in permanent damage to the child. One of the jurors was overheard making a prejudicial remark on the second day of trial which forms the grounds for the appeal.
