As the holiday season is again upon us, many dedicated individuals took time from their busy schedules to attend the EOQHA Annual General Meeting held on November 30, 2010. We were fortunate to have many familiar faces and some new individuals that joined our Board of Directors. This year’s 2011 Board of Directors is as follows;

Stalls for the Spring Fling and June Classic now reflect the implementation of the HST and will be $115/stall for members and $120 for non-members, tack stalls will be $130. Stalls for the Summer Sizzler will be $150/stall for members and $155/stall for non-members, tack stalls will be $165 each. A $10 late fee per stall will be applied for bookings not received by the payment due date. Shavings can be purchased at $7/bag. Hydro will be $60 for the Spring Fling and June Classic and $105 for the Summer Siz- zler.

Notice to the Industry
Refinements to the Penalty Guidelines for Inappropriate Urging of a Horse
Minor refinements to the penalty and enforce- ment guidelines on urging a horse were released today by the Ontario Racing Commission (ORC). To enable participants every opportunity to adjust their riding and driving styles to the urging rules, as of January 1, 2011, there will be a ‘reset of the calendar’ for rule violations for all breeds. This adjustment period will apply to the 2011 racing season only.
After a year-long consultation, new rules on urging the horse came into effect on September 1, 2009.
The rules – which apply to Standardbred, Thoroughbred and Quarter Horse racing – focus on the safety of the participants, the welfare of the horse and the perception of the product. The ORC believes these new rules are fair, enforceable and appropriate for today’s racing industry.
The goal of these refinements to the rules and the subsequent review represent the ORC’s commitment to making the policy, rules, and practice work better, and not to significantly modify the rules.
As well, the ORC remains committed to con- tinued communication with the racing community so that it can adjust to the changes. This commitment includes minor refinements to these rules, so that consis- tency, fairness and the integrity of racing will be main- tained.

The Ontario Racing Commission (ORC) advises horse peo- ple to be very cautious with the administration of antibiotic oint- ments to their horses. Trainers are reminded to read and carefully examine product labels to determine contents of all products and consult an ORC licensed veterinarian to inquire about the effect on the horse.
Recently, a number of positive tests were recorded for the Class II drug lidocaine, a local anaesthetic agent. In some of these cases, the explanation provided by trainers was that they had applied an antibiotic ointment to the horse. According to ORC Veterinarian Supervisor Dr. Bruce Dun- can, as a general rule, horse people need to be aware of all the ingredients being administered to their animals. “Trainers need to
be vigilant and check the labels of all products given to horses in their care. That’s a basic aspect of medication control.” The Rules state that any horse with a positive for a Class I, II, III drug, or a substance determined to be non-therapeutic, shall then be declared ineligible to race in Ontario for a period of 90 days. As well, under Rule changes introduced in January 2008, a trainer of a horse with a positive test will be considered to have absolute liability for the offence.
Trainers are therefore reminded that by being aware of the contents of such products, they will be more likely to know if any ingredient will result in a positive test.
