Nick saw himself as more the conductor of the orchestra, rather than a player, to make sure all the important parts come together for the benefit of the area as a whole.


“The infrastructure for business: mega fast broadband connection, access to planning etc, in fact all the elements a new investor would want to have is here, and we need to attract even more companies to invest in the area. There is no barrier and no need to join a chamber of commerce, so businesses can just get involved.” a concept which is admirable and one which we know has and will continue to work.


NICK’S EXPERIENCE? “Went to sea on leaving school (still a very keen sailor) then into the hotel industry for 27 years with positions ranging from assistant manager, through to general manager for most of that time.


I moved over to the public sector in Scarborough for the regeneration and Renaissance Programme initiative, the most important part of which is being the involvement of the people in the decisions we have made and will make in the future. I have to say that it required very little encouragement because the people saw the need for change so they have embraced it, which has made our job easier than it may have been.” Nick concluded.


We think the job is more difficult than Nick makes out, but know he will succeed in his aims and aspirations for the benefit of the area, and the industry.


PETER’S BRIEF: TO OVERSEE THE DAILYWORKINGS AND TO SEEK TO IMPROVE THE PORTS/HARBOURS,WHICHWOULD INCLUDE SCARBOROUGH AND WHITBY AND ENSURE THINGS RUN SMOOTHLY. THIS HAS ALWAYS BEEN AN IMPORTANT ROLE BUT IT IS EVEN MORE SO NOWWITH THE PROSPECT OF THEWORK INVOLVED IN OFFSHOREWIND ENERGY, BOTH IN CONSTRUCTION, ASWELL AS IN OPERATION AND MAINTENANCE.


He concluded “We have the infrastructure in place, to cope with the challenges that lie ahead, particularly in Whitby with the proposed Dogger Bank development.


CAPTAIN MARTINWILLIS The Ports’ Harbourmaster

To operate efficiently, Martin has another 3 staff to cover both Scarborough andWhitby: Captain Ian Vasey (Deputy Harbourmaster), Captain Shannon and Richard Lawton (Assistant Harbourmasters) making 4 in all, who act as a team and cover for each other’s roles as the need arises.


ABOUT THE MAN Peter was a technology student in electronics then moved on to the merchant navy holding various positions. He took early retirement and studied business and finance at Humberside University and gained his HND.


Peter is 1 of 16 independent councillors, of which he is the leader. Scarborough Borough Council is made up of 24 conservatives, 16 independents, 4 liberal democrats, 2 labour and 3 green party members.


There are 9 portfolio holders (4 conservatives, 3 independents, 1 green party and 1 liberal democrat).


Peter also serves on the North Yorkshire Council and finds this helpful in giving him a broader view of the area and the people involved.


Peter particularly commented that because of the potential for jobs everyone on the council is in agreement with what is happening in the offshore wind industry, especially amongst the portfolio holders responsible for their individual areas.


Martin is answerable to senior council representative John Riby, Head of Technical Services and above that the CEO. On the publicly elected side it’s Councillor Peter Popple, the councillor responsible for Ports/Harbours.


The role of harbourmaster is important and wide ranging and Martin went on to elaborate “The harbour authority must, by law, appoint a person responsible, who is suitably qualified, to manage the harbours under their authority. I am responsible for discharging all the statutory obligations and legislation for the ports.”


MARTIN’S BRIEF: MARTIN EXPLAINED “SCARBOROUGH ANDWHITBY ARE MUNICIPAL PORTS OWNED BY SCARBOROUGH BOROUGH COUNCIL, THE LOCAL AUTHORITY. SET UP ORIGINALLY AS TRUST PORTS FROM THE BEGINNING OF THE 20TH CENTURY. HOWEVER DUE TO SEVERAL ACTS OF PARLIAMENT CAME UNDER THE CONTROL AND RESPONSIBILITY OF SCARBOROUGH BOROUGH COUNCIL.”
