Government rapidly follows through with its ‘long term framework’ for the nation’s energy policy.


Of the few environmental points noted in the summer Budget, Chancellor George Osborne declared the abolition of the Climate Change Levy (CCL) – to be removed from 1st August with a transitional period for suppliers to claim CCL exemption on green electricity generated before that date. It was claimed that the exemption was ‘outdated’ and could be removed because the Government has a ‘long term framework for investment in renewable energy in place’.

announced he would continue to forge ahead with a planned £1.3m tax support and exemptions for the North Sea oil and gas industry. He also confirmed that the new Government will no longer be progressing with previous plans to increase the proportion of revenue from environmental taxes during this Parliament. the take up of energy-efficient measures by commercial users. “We can only hope that this truly is part of a wider plan which the Government has claimed is a ‘long term framework’ for the UK energy infrastructure – and that this will be delivered quickly.” He adds: “We must


remember that, as a nation, we are at the risk of an impending energy crisis – with more power plants closing and replacements not happening quickly enough. Thus, we need rapid Government intervention in order for us to safeguard our energy future and move a low- carbon economy along. “Crucially, the Government must drive forward solar and


other renewable sources as an integral part of the future energy mix to ensure security of future supply. After all, our use of fossil fuels is finite whereas renewable energy provides a secure, cost-effective long term solution – and must be used more widely commercially and domestically.” He concludes: “Although the Budget has left a distinctive hole in terms of the lack of environmental focus, we hope that the Government will take rapid action to deliver a long term energy policy – this is imperative to ensure the UK stays on track to be a leader in the energy revolution rather than a follower.”

Cofely wins FM contract with Harrow Council


C


ofely has been awarded a five-year contract by Harrow Council to deliver a range of facilities and energy efficiency services.


The partnership will see Cofely


deliver mechanical and electrical maintenance, building fabric, cleaning and a range of security services across the Council’s 162 building portfolio. It will also include energy efficiency services in support of the Council’s carbon reduction strategy and initiatives to tackle fuel poverty. Some 420 employees will transfer to Cofely under TUPE arrangements. The new contract brings together a number of smaller contracts previously managed by different Council departments into a single outsourced delivery. This will deliver greater consistency and efficiency of services, lifecycle visibility and projected financial savings in the order of 20%. Another key aspect of the partnership is a number of wide- ranging social value commitments which will deliver significant benefits to the local community. These will support the Councils own priorities for the vulnerable, communities, local businesses and families. To support these priorities Cofely will create a number of apprenticeships and graduate and work placements. It will also establish a new Harrow Community Fund to directly back local community projects and also provide training and volunteering opportunities for Harrow residents. Venetia Reid-Baptiste of Harrow Council commented: “By working with Cofely we will be able to deliver a significant improvement in services to the local community while meeting our commitment to reduce costs. I have no doubt this partnership will prove to be of great benefit to Harrow residents.” Cofely’s UK CEO Wilfrid Petrie added: "We look forward to developing a strong relationship with Harrow Council that will make not only a real difference to the delivery of council services but also to the sustainable development of the wider community as a whole.”


SPIE beats competition to win lighting installation contract


PIE, the independent European multi- technical services company has been appointed by DF Energy to install site- wide infrastructure lighting and small power at Carrington Power’s new gas power station in Manchester.

SPIE will fix approximately 2,500 light fittings and associated cables; the lighting comprises a mix of normal and ‘hazardous area’ fixtures. The 880MW power station is expected to have an operational life of more than 25 years. Built on the site of the demolished Carrington coal- fired power station, the new plant will be combined-cycle gas-fired. Its output will be

enough to power roughly one million homes; three times the amount generated by the former plant.


Planning permission for the £600m station was granted in 2008 with construction work commencing in 2013. SPIE joined the development in January 2015. The aim is for commercial operations to start in 2016. Julio Rodriguez, On-shore Project Manager for DF Energy at Carrington, said: “SPIE was awarded this contract because its proven ability and technical experience were well-matched with Carrington Project’s high quality, EHS and industrial relations standards.”



