This way, management can always track through progress via Key Performance Indicators, as well as through meeting the objectives of the Business Plan (2013-2015). Moreover, following up on individual staff performance has been made easier, compared to the past, particularly as various


staff members experience common issues such as personal or domestic matters.


Consequently, it is to be noted that over the recent years, the Secretariat has been experiencing some noticeable capacity constraints: the restricted physical space


in which staff work, the limited or non-availability of conference and meeting facilities for Members’ programmes and events.

A change of location for the CPA Secretariat Headquarters?


Association is to establish its own fully-fledged Secretariat Headquarters. The new Secretariat, in the UK or another Commonwealth country, should have accommodation space for the following Secretariat Headquarters: Secretary- General’s suite offices (with private conference room); Secretary-General’s Special Assistant office; Secretary- General’s Executive Assistant’s office; and Directors’ (Finance and Programmes) offices. The Association Headquarters should be equipped with medium-size conference halls, with all facilities for programmes activities, small and medium conference facilities, including tele-conferencing. The Association should have a


completely separate estate, pay for and maintain it as a facility befitting of


its international status. The new Association’s Secretariat should have its own archive, referencing and research wing to assist Members and the public to undertake the evolution of parliamentary work, including parliamentary reforms,
