M-GOVERNANCE

ISSUE 03 2014

basic needs of the users. Important elements of accessibility, affordability and reliability have to be addressed in many ways by the participating stakeholders.

This is a good example of why there needs to be a change in how these initiatives are driven. If an initiative is driven by one standalone party and they do not seek the relevant expertise required to ensure the information given is valuable – including the decision on the right channel, the right time and in the most effective manner – then it decreases the initiative’s end value proposition. By acknowledging the need and involvement of all relevant stakeholders at the beginning, there can be a significant level of timely and valuable contributions to ensure their needs are met and they will all have a vested interest in making the project a success.

For those communities that require assistance in developing nations it means they will not have the access to the latest mobile devices or technology. In the developed world if anyone needed assistance they would download an app onto their

smartphone and have the information at their fingertips within minutes. This is not yet applicable to the developing nations as they largely only have access to feature phones and ultra-low cost handsets. Recent statistics show between 70 and 80 per cent do not have access to smartphones or mobile apps, and although growing fast, less than 10 per cent have access to effective data dependent services.

There is going to be a significant growth in the penetration of smartphones. With the on-going innovation on low cost devices and distribution across developing markets, it is expected to drive the next phase of services, extending access from voice and messaging to simple data or app based models.

The telecom markets across the developing world have nurtured and continue to breed an exciting mobile services and applications industry that has helped create some of the most innovative applications and services, catering to the breadth and spectrum of the market segment.

This is where a mobile technology provider plays a pivotal role as they will be instrumental in coming up with ideas and

Mobile governance initiatives are vital to today’s developing countries with services offered such as preventive and curative care through to advice on managing crops
