and broadcasters. Post production consultant Neil Hatton says this will prevent a monopoly situation, where some brands are, as has happened in the past, forced on suppliers as a condition of working for broadcasters. Quested acknowledges
there has been a monopoly, particularly in terms of PSE (photosensitive epilepsy) testing. “We don’t want there to be that
again,” he concludes. “We need diversity in the market, otherwise there won’t be innovation.”

IN THEUK the Digital Production Partnership (DPP) has decided that manual QC is “no longer the most efficient and cost effective method to support file- based workflows” and is looking towards facilities using automated checking tools. Because of this it plans to create a minimum series of tests and tolerances levels from the EBU’s completed criteria. These will allow suppliers to deliver a fully compliant DPP AS-11 file to broadcasters. The DPP was established in
2011 by the BBC, ITV and Channel 4 (C4) as a forum on best practice for digital production and data-based distribution of material. The initiative is supported by other UK broadcasters, including
Kevin Burrows: working on QC implementation for DPP
Channel Five, Sky, UKTV, BT Sport and S4C, as well as independent production companies. Kevin Burrows, technical
standards chair of the DPP and controller of technical broadcast and distribution at C4, comments, “We are very much working on the QC
implementation at present, in conjunction with the EBU, and expect to start the process in Q1 of next year when the EBU publishes its first round of QC work. The broadcasters will then carry out a spot check of the programme file and review of the QC report.” Post production consultant Neil Hatton, the technical liaison between trade association UK Screen and the DPP, says procedures are moving towards fully checked
material being delivered with a QC certificate, most probably in XML form. “Most post houses have some form of QC regime from the point of view of maintaining their reputations,” he says, “but in the future there will have to be a formal way of doing it and reporting to the broadcaster.”
