Some coastal States, and in particular developing States and small island developing States (SIDS), face particular challeng- es in the preparation of a submission. They might, for example, lack the necessary geological and bathymetric data and the financial or technical means to acquire these, or they might lack relevant capacity and expertise.


It would have been inconsistent with the general approach of the Convention if, in particular, developing States were una- ble to meet the time limit due to lack of resources or capacity. Therefore, the Meeting of States Parties to the Convention de- cided to allow States to submit to the Secretary General of the United Nations, preliminary information indicative of the poten- tial outer limits of the continental shelf5. The Meeting of States Parties also decided that the preliminary information would not be considered by the Commission and is without prejudice to the final submission in accordance with Article 76, the Rules of Procedure of the Commission, and the Scientific and Technical Guidelines (STG)6,7. Despite the challenges, all relevant States managed to either make a submission or lodge the preliminary information. Fifty-three submissions have been made to the Commission and 45 sets of preliminary information have been deposited with the Secretary-General of the United Nations.
