Disagreements have stymied efforts to establish metrics for measuring quality in the healthcare industry, but the Act will finally make it a reality. Provider systems will be measured on the degree to which they practice evidence-based medicine and clinical outcomes. There will be process measures and metrics that consider the patient experience. Quality measures will also ensure that providers are not paid for “never events” – a list of devastating and preventable errors that should never occur.
