Access to information, particularly the production shar- ing agreements between Government and the oil com- panies, is still heavily restricted and controlled. This will negatively impact on the transparency and accountabil- ity of petroleum exploration and production. The areas in which oil deposits have been confirmed are of crucial biodiversity value. Most of these are wildlife re- serves, national parks, World Heritage sites and Ramsar sites.26


The ecological and tourism value of these resourc-


es should be maintained as they will continue to be useful to national economic development long after petroleum reserves have been exhausted.
