ACTION POINTS FOR LEGISLATORS
The National Forestry Authority and District Forestry Services require technical independence devoid of politi- cal interference as is currently the case. Government should demonstrate its commitment to forest- ry on private land and in forest reserves in terms of financ- ing and establishing an effective institutional framework. The role and contribution of local communities to forest degradation needs to be carefully addressed, ultimately leading to their greater involvement in forestry on pri- vate and communal land and in forest reserves. Government holds forest reserves in trust for the benefit of all Ugandans. As part of its oversight role, the Legisla-
