and theses on this phenomenon. I was soon to learn why. After over a year of planning

and developing cost and schedule estimates using state-of-the-art computer programs and multiple re- views by service and agency experts, we were ready to present the plan with cost and schedule to the assis- tant secretary of defense level. At our first presentation, when

we showed the chart with the cost and schedule, the bureaucrat in charge said, “No way! No one will accept those numbers. Cut them in half!”

So much for high-tech tools and

expert planning. It looks like DoD hasn’t changed much. — Maj. Buzz Chamberlain, USAF (Ret)

Berkeley Springs, W.Va.

M&M Modernization “M&M’s and Their Military Con- nection” [Pages of History] in the July Military Officer [states] the M’s that emboss the candy debuted two years after the brown bag replaced the tubes in 1948. Yet the tubes in the advertise- ment [illustrating the article] clear- ly show the embossed M’s. — Capt. Charles Block, USN (Ret) Life Member, Upper Eastern Shore (Md.) Chapter via email

Editor’s note: Your email prompted us to research the topic further. As far as we can determine, not only were the M’s not in use at all until 1948, but the white M’s shown in the illustration didn’t appear until 1954. This leads us to suspect the illustra- tion — which came directly from Mars Inc. — is a modern recreation of a vintage advertisement.
