RANGE REVIEW: LIGHTING & ELECTRICAL NEED TO KNOW...
DIY Week takes a look at what other changes are happening in the lighting and electrical market that you might need to be aware of.
ENERGY LABELLING REGULATION PUBLISHED WITH EFFECTS FOR THE LIGHTING INDUSTRY
In July the Regulation (EU) 2017/1369 was published setting a framework for energy labelling and repealing Directive 2010/30/EU. The Regulation establishes deadlines to replace the current A+, A++, A+++ energy efficiency classes with an A to G scale and a product database, consisting of a compliance part and a public online portal. To apply the new classes, millions of lighting products will need to be relabelled in a short period of time. Industry association Lighting Europe believes at least a 24-month period is needed for companies to implement new labels on products, so that unnecessary cost and packaging waste can be avoided. It has asked the Commission to consider the correct boundaries for future energy classes to avoid that the future highest classes remain empty for the next decade. A delegated act for labelling on lighting products shall be adopted in 15 months which will detail scope, timelines and product classes.
NEW ELECTRICAL PRODUCTS TO COME UNDER WEEE REGULATION
Under planned amendments for the WEEE Regulation, it is likely that new categories will be included in the legislation. While there is no definitive list as yet, Recolight’s Nigel Harvey explains: “The general scope is that, if you’re not specifically excluded, then you’re in the regulation. Previously, unless you were listed in the 14 categories, you were considered excluded.” He anticipates that more products are likely to be included going forward but believes lampholders, plugs and sockets, switches, and ceiling roses could well come in from the beginning of 2019. He adds: “We expect the environment agency to give us some guidance on that….. probably less likely to be included are products like fuses and cable but we hope to get a more clear position that we can circulate to the industry within the next three months or so.”
