Disposables & recycling – a legislation update


David Llewellyn, chief executive at the Vending & Automated Retail Association (AVA), shares an update on the DRS/EPR and additional legislation that is currently impacting the vending industry

Alongside Covid-19 restrictions and new regulations associated with the pandemic, there are also an additional 38 pieces of legislation that are all currently impacting, or will impact the vending industry in the near future. The AVA is a representative

pieces of legislation that are currently impacting the sector and that businesses must now be aware of.

• Plastics Packaging Tax The single use plastics tax will come into force in April 2022 and it is set to have a huge impact on the vending industry. Under this new legislation, there will be an increased tax applied to all plastic packing products containing less than 30% recycled material. Whilst there will be positive environmental benefits of this change with less single use


plastic, there will be initial challenges for the vending sector and it is important that all AVA members begin to take action and recognise how they may be impacted. The tax will be applied at the point of the


“last substantial modification”, which will mean that the additional cost will be passed down the supply chain to consumer. The tax itself will be £200 per metric tonne of plastic packaging, which works out at £2 per case of 1,000 cups – this is likely to be reflected in supplier invoices from April next year.


• Deposit Return Schemes: Scotland, England, Wales & Northern Ireland The Deposit Return Scheme (DRS) is set to be introduced in Scotland in June 2022, with Scheme Administrator, Circularity Scotland Limited, appointed to oversee the running of the DRS. According to the current legislation available, the DRS will essentially require consumers to pay a 20p deposit when they buy a glass bottle, can or a PET plastic container. This money is then reimbursed when the empty containers are dropped at a return point.
