Housing boon at the Mill
'ment in Clitheroe is a step near-; er. "An outline application to
regenerate the Primrose Mill site has been given a preliminary “thumbs up”, subject to details being ironed out with the devel oper. The residential scheme for around 160 homes would pro
vide a mix of two, three and four storey houses, with inore than 20 apartments in the retained mill building and a number of affordable houses among the new properties.
' At their recent meeting, mem
bers of the borough council's Planning Committee were minded to approve the applica tion subject to a number of con

.outside The Grand in Clitheroe are on hold. • Martin Kavanagh, director of operations a t the York Street venue, .explained that part of the original
, county planning requirement for the £5m. building included proper loading facilities at the front and a' dedicated drop-off facility. However, he says as consultation
is currently being carried out to look at residents’ parking in York
.Street and the surrounding area, a decision about whether The Grand can comply with the planning traf fic order stipulated by Lancashire County Council has been deferred by the Ribble Valley Lancashire

York Street for loading and resi dents are rightly getting fed up with the vans and lorries which are sup posed to be using the proposed loading bay a t the front of our building. “The consultation which is being
carried out proposes disproportion ate swathes of residents’ parking on our side of York Street, but we are not being allowed to fulfill what was required of us and specified at coun ty level. We feel this is unfair and that this other proposal is far too skewed to residents’ lower priority needs. “The traffic order was originally
made knowing we would need that capacity for a venue of this size, so we cannot understand why, after

We are awaiting a report from our colleagues at the borough council outlining plans for residents park ing and i t would be impractical to deal with the loading bays issue until we understand the impacts this report will have. “We hope to receive this report at
the next Lancashire Local meeting on July 15th, so that more definite plans for both issues can be drawn up.” Mr Kavanagh is pictured (right)

Chocolate firm creditors Idft
with bitter taste CREDITORS have been left with a bitter taste in their mouths after a Ribble Valley chocolate business went bust. ' ‘ The Official Receiver’s report to credi
tors shows that handmade chocolate busi ness CocoMoyo went under with debts totalling £174,521. And thosebwed money are unlikely to see any, as the report states “there appears to be no prospect of a dis tribution to creditors”. ■ CocoMoyo’s founder, 39-year-old Lisa' Kennedy, originally set up in business making chocolates a t Backridge Farm, Waddington, in September 2007, later mo-ving the manufacturing operation to a unit at The Sidings, Whalley. . . . Her CocoMoyo chocolate shop and cafe,
in Castle Street, Clitheroe, was opened in August 2008, but lasted just seven months before the business folded in April this year. ■ At the time Mrs Kennedy - who peti
tioned for her own bankruptcy at Black burn County Court - blamed the econom ic downturn, a lack of rate relief support for small businesses and “the banks” for refusing to lend more money to support the business. Describing i t as “profitable”, she even
talked of expansion plans, but the figures presented to creditors under The Insolven- cy Act tell a different story. They show the business owed suppliers
£13,130; had overdrafts of £15,000 and loans of £77,657; had run up debts of £33,471 on credit and store cards; .owed £4,961 in wages, owed the Government £16,768 in unpaid taxes; and had out standing rent and unpaid utility bills at £13,543. Mrs Kennedy’s husband, Donovan, was
also adjudged bankrupt on May 13th this year.
